Technical evaluation (out of 100 points) – minimum 80 points required:

1. Relevant experience – up to 20 points (>3 years) or 10 points (2‑3 years).

3. Team qualifications – 15 points for Team Leader (≥5 years, SAQCC Fire certificate) and 15 points for Assistant Technician (≥2 years, SAQCC Fire certificate).
4. Methodology – 5 points operational/backup plan, 5 points safety plan (must be submitted).
5. Warranty – 10 points for ≥12 months (or SABS/SANAS stipulated) warranty.

Scope of work – provide preventive, corrective and user‑maintenance for fire detection and FM200 gas‑suppression systems at SABC Gqeberha and Mthatha offices.

• Equipment covered: fire panels, gas tanks, fire alarms, extinguishers (various sizes), hose reels, water booster, fire hydrants, fire blankets, smoke detectors, detection units.
• Standards: SANS 10139 & SANS 14520, manufacturers’ recommendations, SAQCC Fire certification for all on‑site technicians.
• Preventive maintenance – at least annual full audit, cleaning, calibration, battery replacement, software updates, sensitivity testing of detectors, pressure testing of extinguishers, hydro‑test of cylinders, room‑integrity testing for gas areas.
• Corrective maintenance – emergency call‑out, 30‑minute telephone acknowledgement, on‑site technician within 8 hours (non‑emergency 24‑48 hours). Detailed maintenance report to be submitted after each visit.
• Annual testing – fire alarm control panels, network command centre integration, addressable smoke/duct detectors, manual call points, warning devices, interface circuits, output relays, graphic UI, lift‑homing devices, HVAC shutdown, fire dampers.
• FM200 system – bi‑annual service and re‑gassing, verification of shutdown circuits, cylinder pressure, hazard integrity, discharge simulation, nozzle inspection.

1. Conduct a site‑inspection and review existing documentation.
2. Perform annual preventive maintenance audit (visual inspection, functional testing, battery replacement, software update).
3. Carry out corrective maintenance on fault detection (telephone call‑out, on‑site repair within agreed response times).
4. Execute bi‑annual FM200 system service and re‑gassing.
5. Provide detailed maintenance reports and recommendations after each visit.
6. Maintain a stock of critical spare parts on‑site for rapid replacement.
7. Submit an operational backup plan and safety plan as part of the methodology.

• Provide reference letters on client letterhead (minimum 3 years recent experience) – up to 20 points.
• Minimum 3 valid reference letters – up to 20 points; 2‑3 letters – 5 points.
• Team Leader CV: ≥5 years experience in fire detection/gas suppression, SAQCC Fire certificate – 15 points.

• Gas tanks – 3 units (13.6 kg × 2, 11.3 kg × 1) per year.
• Fire alarms – 6 units per year.
• Fire extinguishers – various sizes (4.5 kg × 49, 2 kg × 11, 9 kg × 14, 2.5 kg × 8, 5 kg × 12, 1 kg × 2, 6.1 kg × 1) per year.
• Hose reels – 14 units per year.
• Water booster – 1 unit per year.
• Fire hydrants – 5 units per year.
• Fire blankets – 2 units per year.
• Smoke detectors – as listed.
• FM200 gas suppression – 4 units (bi‑annual service).

Include VAT @15 % and total cost for each year. Refer to Annexure F for detailed BOQ.

• Payment terms: SABC will pay within 60 days of receipt of a correct invoice after services are rendered.
• Pricing format: separate PDF attachment titled “Pricing Schedule” containing the bill of quantities (see Annexure F) and a summary of total cost, VAT @15 % and any optional items.
• Validity of bid: 90 days from the closing date.
• Contract duration: 3 years.

Specific goals (80/20 system) – points to be claimed and supported by evidence:

• 51 % Black‑owned – 10 points.

Provide valid B‑BEE certificate, ID documents of owners/shareholders and, where applicable, consolidated scorecard for joint ventures.

• All technicians must hold a valid SAQCC Fire certification.
• Emergency response: 24/7 service, telephone acknowledgement within 30 minutes, on‑site technician within 8 hours for emergencies.
• Normal service calls: response within 24 hours (48 hours maximum).
• Safety plan (to be submitted) must outline risk assessments, PPE requirements and site‑specific safety procedures.
• All work must adhere to the Occupational Health and Safety Act and relevant fire‑safety regulations.

• Additional maintenance visits may be required depending on system complexity, environmental conditions and battery/perishable‑item replacement.
• FM200 gas handling must follow environmental best‑practice: leak checks, proper cylinder disposal, and minimisation of greenhouse‑gas emissions.

• Bid validity: 90 days from the closing date.
• Warranty: minimum 12 months (or as stipulated by SABS/SANAS) with no financial liability to SABC.
• Support: no points awarded for support documentation; must be provided as part of the technical response.
• Financial stability: bidders must pass SABC’s financial assessment; blacklisted or fraudulent bidders will be disqualified.
• Conflict‑of‑interest: any relationship with SABC employees, board members or related entities must be declared; false declarations may lead to contract cancellation and recovery of costs.
