Evaluation follows CIDB Method 2 with four stages:

Stage 1 – Responsiveness (Pre-qualifiers):

• Attendance at both the compulsory online and physical tender briefings.
• Completed and signed Declaration of Default and Termination.
• Submission of detailed CVs for key personnel: Structural Site Agent (10 years experience), CHSO (5 years, SACPCMP registered), Structural Engineer/Technologist (Pr.Eng./Pr.Tech, 10 years post-registration), Civil Engineer/Technologist (Pr.Eng./Pr.Tech, 5 years post-registration), Professional Architect (Pr.Arch, 10 years post-registration).
• Bidders must respond to clarification requests within 48 hours.
• Submission of: CSD registration, SARS Tax PIN, audited financial statements (2 years or 3 years view), SANAS B-BBEE certificate or affidavit, valid CIDB grading 6CE or higher, letter of intent for a construction guarantee (10% of contract sum), letter of intent for public liability insurance (R10 million per claim), letter of intent for professional indemnity insurance (R10 million per claim), letter of intent for works insurance (R10 million per event).

Stage 2 – Functionality (minimum 60 points out of 100):

• Track Record / Experience of Tenderer (max 40 points): scored on number of completed civil engineering projects (roads and bridge structures) with a minimum value of R10 million each. Three projects = 40 points, two = 30, one = 10, none = 0.
• Methodology (max 30 points): assessed on methodology & programme, site management/traffic/temporary works, health safety & environmental management, and quality management.
• Delivery Timeframe (max 30 points): scored using a formula comparing the bidder's proposed timeframe to the shortest acceptable timeframe.

Stage 3 – Financial Offer and Preference:

• 80/20 preference point system applies: Price (80 points), Specific Goals (B-BBEE status level and geographic location) (20 points).

Stage 4 – Risk Analysis and Other Objective Criteria:

• Checks include: tax compliance, CSD registration, no misrepresentation, not listed on Register of Tender Defaulters, no conflicts of interest, no fraud/corruption convictions, no DBSA contract termination for non-performance in the last 18 months, financial health assessment, review of unduly high/low rates, PEP and Procure checks, online verification of professional registrations.
