Evaluation follows a 3-stage process under PPPFA 2022: Stage 1: Compliance (mandatory pass/fail). Stage 2: Functionality (minimum 70/100 points required to proceed). Stage 3: Price and Specific Goals (proof via full CSD report). Preference points apply as per KSDLM SCM policy. Additional criteria: accredited service provider status; CSD registration; no municipal rates/taxes arrears; CIDB Grading 5EP or higher; financial stability (audited statements for bids ≥ R10 million or CIDB Level 6+); valid JV agreements (if applicable); no conflicts of interest (e.g., existing panel members cannot re-bid).

Supply, installation, testing, and commissioning of the Schweitzer Engineering Laboratories (SEL-487E) Protection Scheme for the 20 MVA 66/11 kV Transformer No. 3 at Unitra Substation, including H-Frame and Low Voltage (LV) Bus Support. Project duration: 6 months.
