Bids must be submitted in a sealed envelope clearly marked with the contract number, tender heading, company name, closing time and due date, addressed to the director: finance and supply chain management, department of land reform and rural development, and deposited in the tender box at the new public building (sixth floor), cnr knight & stead street, kimberley, 8301. Tenders can only be submitted in the tender box in kimberley; NO telephonic, telegraphic, telexed, facsimile or e-mail submissions will be accepted. Late submissions will not be considered. Bids must be submitted on the official forms and must not be retyped. The form of offer must be fully completed and signed by an authorised signatory; mistakes on prices must be crossed out in ink and altered on each price. Tampering with the document or using correction fluid will render the bid non-responsive. All addenda issued must be completed and returned if applicable. Returnable documents include: CIDB crs printout (for jvs, lead and partner crs numbers), signed letter of authority on company letterhead, csd supplier number and tax compliance pin or valid tax clearance certificate (for bidder, consortia/jv, and subcontractors), letter of good standing from the department of employment and labour (coida), letter of intent for performance guarantee, and the completed and signed form of offer.

Bidders must include: a crs printout from CIDB (for jvs, both lead and partner crs numbers), a signed letter of authority on company letterhead, csd supplier number and tax compliance pin (or valid tax clearance certificate) for the bidder and any subcontractors, a letter of good standing from the department of employment and labour (coida), a letter of intent for a performance guarantee from a bank or fais/ncr registered financial institution, and all completed addenda. The bid must not be tampered with or contain correction fluid; any price alterations must be crossed out in ink and initialled. Attendance at the compulsory clarification meeting is mandatory.
