Submit your tender offer in a sealed envelope to Tender Box 194 at the Tender Office, 2nd Floor, Concourse Level, Civic Centre, 12 Hertzog Boulevard, Cape Town, by 10:00 am on 04 August 2026.

• The envelope must be clearly marked with: Tenderer's name and address, 'TENDER NO. 11G/2026/27: SUPPLY, DELIVERY AND OFFLOADING OF HIGH INTENSITY DISCHARGE LAMPS', the tender box number, and the closing date.
• If the tender is too large for the box or the box is full, enquire at the public counter (Tender Distribution Office) for alternative instructions.
• You must submit the entire completed tender document, including all required Tender Returnable Documents (schedules from Annexure F) duly completed and signed.
• Key returnable documents include: Schedule F.5 (Declaration of Interest – State Employees), Schedule F.7 (Declaration of Past SCM Practices), Schedule F.10 (Proposed Deviations), and evidence of tax compliance (Tax Compliance Status PIN).
• Tenders submitted by fax or email will be rejected.
• Late tenders will not be considered.
• A non-refundable tender fee of R200.00 is payable for a hard copy of the document (not applicable to downloads).

Scope: Supply, delivery, and offloading of High Intensity Discharge Lamps.

Contract Period: 36 months from the contract commencement date.

Technical Compliance: Lamps must comply with SANS/IEC 62035 or SANS/IEC 60662 and SANS/ISO 9001 standards.

• Tenderers must submit completed Schedule F13(A) (type test certificate details) and Schedule F13(B) (lamp technical data sheets, including lumen maintenance & mortality curves) at tender closing. Failure to submit these renders the tender non-responsive.
• The guaranteed minimum light output at 100 hours must not be less than values stated in Addendum A.
• Samples may be requested post-submission and must be provided within 10 working days. Acceptance of samples is required for the tender to be deemed responsive.

Tenderer Capability Assessment: The CCT will evaluate the tenderer's ability to perform the contract.

• This includes assessment of professional/technical qualifications, competence, financial resources, equipment, managerial capability, reliability, experience, reputation, and personnel.
• The CCT may consider the tenderer's existing contracts with the CCT in this assessment.
• Tenderers must demonstrate they have the legal capacity to contract and are not insolvent, under business rescue, etc.

Quality Assurance: Lamps must comply with specified SANS/IEC and ISO 9001 standards.

• Tenderers must provide type test certificates and technical data sheets proving compliance.
• The CCT may conduct due diligence reviews and risk assessments, requiring full cooperation from the tenderer.
• Samples provided for testing may not be returned in their original state or at all.

Refer to Price Schedule C.4 in the tender document.

• All pricing instructions must be followed precisely.
• Prices must be comprehensive, covering all obligations and risks.
• The CCT will check for arithmetical errors and has the right to request clarification on rates, especially nil rates.

Pricing Instructions:

• All prices must be stated in Rand on the Price Schedule (C.4).
• Prices must include all duties, taxes (except VAT), levies, expenses, disbursements, overheads, and profit. They are final and binding.
• You must provide fixed rates/prices for the 36-month contract duration, subject only to contractually agreed adjustments.
• Every item in the Price Schedule must have a rate/price entered. A blank entry, zero, dash, or 'included' is considered a nil rate.
• The CCT will check for and correct arithmetical errors (e.g., in totals, unit rates). Discrepancies between amounts in words and figures will be governed by the words.

Financial Capacity: For tenders over R10 million (VAT inclusive), the CCT may request audited financial statements for the past 3 years, a certificate of no overdue municipal debts (>30 days), and details of past state contracts.

Mandatory Registrations and Certificates:

• Central Supplier Database (CSD): Registration is mandatory. Update your details regularly via https://secure.csd.gov.za.
• CCT Supplier Database: Registration is mandatory. Forms are available from the Supplier Management Unit or the CCT website.
• Tax Compliance: Must be registered with SARS and provide a valid Tax Compliance Status PIN. Each party in a Joint Venture/Consortium must submit a separate PIN.
• Required Declarations (from Annexure F): Must be fully completed and submitted. These include: Declaration of Interest – State Employees (F.5), Conflict of Interest Declaration (F.6), Declaration of Past SCM Practices (F.7), Certificate of Independent Tender Determination (F.9), and Authorisation for Deduction of Outstanding Amounts (F.8).
• General Compliance: Tenderer must not be restricted for SCM abuse, must have clean tax affairs, and must not be guilty of contravening the Competition Act.

Occupational Health and Safety (OHS): Compliance with the Occupational Health and Safety Act is required.

• A Health and Safety Plan may be requested by the CCT to demonstrate competency.
• The successful tenderer must sign an OHS Agreement (C.3) and ensure subcontractors also comply.

Contract Duration: 36 months.

• The CCT may appoint a 'Standby Bidder' who could be awarded the contract if the initial award is terminated.
• Dispute Resolution: Objections/complaints against CCT SCM decisions must be lodged in writing within 14 days.
• Appeals: Appeals against CCT decisions must be submitted in writing to the City Manager within 21 days of notification, with specific required content.
• General contractual terms and conditions are detailed in the General Conditions of Contract (C.7) and Special Conditions (C.6).
• The Form of Offer and Acceptance (C.2) must be completed as part of the tender submission.

The 80/20 preference point system applies.

• Price score is calculated relative to the lowest acceptable tender.
• Preference points are awarded for Specific Goals based on the percentage of total expenditure or profit directed towards those goals.
• Detailed scoring criteria are provided in the Preference Schedule (Schedule F.4).
