• Scope: Supply, installation, repairs, and maintenance of steel play park equipment for the Community Services and Health Directorate.
• The work is divided into two parts: new supply/installation and ongoing maintenance.
• The contract will run for 36 months.

• Submit your tender in a sealed envelope with the tenderer's name, address, tender number (14G/2026/27), description, tender box number, and closing date clearly marked.
• Place the sealed envelope into Tender Box 242 at the Tender & Quotation Boxes Office, 2nd Floor (Concourse Level), Civic Centre, 12 Hertzog Boulevard, Cape Town, before 10:00 on 14 August 2026.
• If the tender is too large for the box, enquire at the public counter (Tender Distribution Office) for alternative instructions.
• Ensure the entire tender document is completed, signed, and returned with all required returnable schedules.
• Required returnable documents include: Schedule F.5 (Declaration of Interest – State Employees), Schedule F.7 (Declaration of Tenderer’s Past Supply Chain Management Practices), Schedule F.10 (Proposed Deviations and Qualifications), and evidence of tax compliance (valid Tax Compliance Status PIN).
• For joint ventures/consortiums, each party must submit a separate Tax Compliance Status PIN.
• Tenders submitted by fax or email will be rejected.
• Late tenders will not be considered.

Tenderer must: submit clear irrevocable offer; comply with CCT SCM Policy; not be restricted per SCM Policy; have tax matters in order with SARS; not be CCT advisor/consultant with conflict; not be involved with bid specification committee; not be guilty of contravening Competition Act; achieve minimum 60/100 functionality score (Previous Experience 60 pts + Staff 40 pts); provide all required certificates and declarations; attend clarification meeting (recommended); submit tender in sealed envelope in Tender Box 242 before closing.

• The tender consists of two parts:

• Part One: Supply and installation of new steel play park equipment.
• Part Two: Maintenance of existing and newly installed steel play equipment.

• The contract covers work in two regions within the City of Cape Town municipal area: Region North and Region South. Tenderers may bid for all regions or select specific ones.
• The contract period is 36 months from the commencement date.
• Tenderers must demonstrate relevant experience and technical capacity, including:

• Experience in supply, delivery, installation, repair, and maintenance of steel play equipment.
• Experience in steel manufacturing, welding, and repairs of surrounding bases (asphalt, concrete).
• Access to qualified personnel: ECSA-registered engineer, site agent (min. 5 years experience), site supervisor (min. 3 years experience), and trade-certified artisans.

• The City may inspect premises, request samples, or require testing to verify compliance.

• Tenderers must demonstrate relevant project experience from the last ten years in:

• Supply, delivery, and installation of steel play equipment.
• Repair and maintenance of steel play equipment, including steel manufacturing, welding, and base repairs.

• Key personnel requirements:

• ECSA-registered engineer (resident or external).
• Site agent with minimum 5 years' experience.
• Site supervisor with minimum 3 years' experience.
• Trade-certified artisans.

• The City will evaluate the tenderer's professional and technical qualifications, financial resources, equipment, managerial capability, and reputation.

• The City may request samples, inspections, tests, and analysis to verify compliance with specifications.
• Samples submitted may not be returned in their original state or may not be returned at all.
• Tenderers must cooperate with the City's external service provider for due diligence reviews.

• Tenderers must complete the Price Schedule (C.4) in accordance with all pricing instructions.
• The City will check for arithmetical errors and correct them according to specified rules.
• Tenderers must confirm that their prices cover all specified goods/services and accept risk for any pricing errors.
• For evaluation, prices may be adjusted based on contract price adjustment methods if applicable.

• Tenderers must comply with all pricing instructions as stated in the Price Schedule (C.4).
• Pricing must cover all goods and services specified. Tenderers are responsible for verifying site conditions and accounting for any additional costs.
• The City will check for arithmetical errors, omissions, and discrepancies in the Price Schedule. Corrections will be made according to specified rules (e.g., amounts in words govern over figures).
• For tenders above R50 million, the 90/10 price/preference points system applies.
• Tenderers must warrant that their offer remains valid for acceptance for 120 days after the closing date, extendable under certain conditions.
• The City is not liable for any costs incurred in tender preparation.
• The City reserves the right to cancel the tender process or reject all offers at any time before contract formation.

• Mandatory registrations:

• Registration on the City of Cape Town Supplier Database. Forms available from Supplier Management Unit, 2nd Floor, Civic Centre, or online.
• Registration on the National Treasury Central Supplier Database (CSD) via https://secure.csd.gov.za.

• Tax Compliance: Tenderers must be registered with SARS and submit a valid Tax Compliance Status PIN with their tender. Each party in a joint venture/consortium must submit a separate PIN.
• Required declarations and certificates (as per returnable schedules):

• Declaration of Interest – State Employees (Schedule F.5/MBD 4).
• Declaration of Tenderer’s Past Supply Chain Management Practices (Schedule F.7/MBD 8).
• Certificate of Independent Tender Determination (Schedule F.9).
• Conflict of Interest Declaration (Schedule F.6).
• Authorisation for Deduction of Outstanding Amounts Owed to the CCT (Schedule F.8).
• Preference Points Claim Form (Schedule F.4) with supporting documentary proof.

• Tenderers must not be restricted from participating due to abuse of the supply chain management system, must have tax matters in order, and must not have been found guilty of contravening the Competition Act.

• The contractor must sign an Occupational Health and Safety Agreement (C.3) and comply with the Occupational Health and Safety Act and regulations.
• The contractor must ensure all work and equipment used comply with OHSA and must ensure subcontractors also comply.
• The City may disqualify tenderers engaged in corrupt or fraudulent practices.

• Contract period: 36 months from commencement.
• The City may appoint a standby bidder who can be considered for award if the initial contract is terminated.
• Dispute resolution: Objections/complaints must be lodged within 14 days of a decision; appeals under Section 62 of the Municipal Systems Act must be submitted in writing to the City Manager within 21 days.
• Tenderers have the right to approach the courts or use PAJA/PAIA processes.
• The City reserves the right to cancel the tender process, reject any tender, or negotiate with preferred tenderers under specified conditions.
• Tenderers must comply with POPIA regarding personal information processing.

• Evaluation includes functionality scoring (experience and staff) and a 90/10 price/preference points system for responsive tenders.
• Detailed scoring criteria for functionality are provided, with a minimum pass score of 60/100.
• Preference points are allocated for specific goals such as promoting micro and small enterprises.
