Hard copy must be delivered to: The Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban. Electronic submission must be made via the eThekwini Municipality JDE System (SSS Module). Tender offers submitted via any other means will be deemed invalid. Closing date/time: Friday, 06 March 2026 at 11h00. Required returnable documents include: Compulsory Enterprise Questionnaire, Declaration of Interest, Declaration for Procurement Above R10 Million (if applicable), Contracts Awarded by Organs of State in the past 5 years, Preference Points Claim Form, Declaration for Local Production and Content (if applicable), Declaration of Bidder’s Past SCM Practices, Certificate of Independent Bid Determination, Declaration of Municipal Fees, Contractor's Health and Safety Declaration, CSD Registration Report, CIDB Registration and Status, Joint Venture Agreements (if applicable), Record of Addenda to Tender Documents, Experience of Tenderer, Proposed Organisation and Staffing, Key Personnel, Experience of Key Personnel, Preliminary Programme. Price points (max 80) are calculated using the formula: Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = comparative price of bid under consideration, Pmin = comparative price of lowest acceptable bid. Preference points (max 20) are derived from: Ownership Goal (60% weighting, max 12 points) based on Black and Female ownership percentages; RDP Goal (40% weighting, max 8 points) based on location (South Africa, KwaZulu-Natal, or eThekwini Municipality). Proof of claims must be submitted via MBD 6.1 form, supported by CIPC registration, CSD report, or B-BBEE certificate. Functionality evaluation is not applicable. Tenders must first meet all compliance and responsiveness criteria before evaluation.

Contractors must have CIDB Grade 4 GB or higher with NHBRC registration. Include all duties, taxes, and levies applicable 14 days before closing. Pricing must align with Bill of Quantities (Part C2.2) and Pricing Assumptions/Instructions (Part C2.1). Payment terms and bonds/guarantees are as per Conditions of Contract (Part C1.2). Audited financial statements required if tender value exceeds R10 million (incl. VAT).
Compliance Requirements

Valid Tax Compliance Status PIN, B-BBEE certificate (minimum Level 6), and CSD registration. Municipal rates and taxes must not be in arrears (or formal payment arrangement in place). No listings on Register of Tender Defaulters. Must comply with Construction Regulations (2014) for health and safety. Joint ventures require separate Tax Compliance Status PINs for each party and formal JV agreements. All registrations (CSD, CIDB, B-BBEE) must be valid at tender closing and final award. Proof of compliance via returnable forms: Compulsory Enterprise Questionnaire, CSD Registration Report, CIDB Registration and Status, Declaration of Municipal Fees, Contractor's Health and Safety Declaration. Prohibition on awards to persons in the service of the state (Clause 44 of SCM Regulations).
