• Scope: Provision of electrical engineering services for infrastructure, including inspection, reporting, removal of illegal services, restoring legal supply, and provision of security services over a 36-month period. - Electrical teams: Must include competent electricians (trained by eThekwini Electricity Training Centre). One team = 1 Electrician + 1 Assistant + 2 General Workers. - Security teams: Must be PSIRA-registered. One team = 4 armed security personnel (1 Grade B + 3 Grade C). - Vehicles: Electrical teams require One Ton Light Duty Vehicles; security teams require vehicles capable of carrying 4 personnel. - Submissions must include both electrical and security teams. Submissions with only one team will be disqualified. - Only one tender offer per entity (single or as part of a joint venture/consortium). Multiple submissions will disqualify all offers from the entity.

• Pricing: Submit rates and prices in Rand, fixed for the contract duration. VAT must be shown separately. - Audited Financial Statements: Required if tender value exceeds R10 million (incl. VAT). - Payment terms: As per Conditions of Contract (refer to Contract Data). - Bonds/guarantees: Submit securities, bonds, guarantees, policies, and certificates of insurance as required in the Contract Data. - Tender validity: Must remain valid for 12 months after the original tender validity period unless notified otherwise.

• CIDB Registration: Minimum Grade 5 EP/EB (or higher) required. Must be valid at tender closing and before final award. - B-BBEE: Valid B-BBEE certificate required. Status will be verified via the National Treasury Central Supplier Database (CSD). - Tax Compliance: Valid Tax Compliance Status PIN required. Verified via CSD. - Municipal Rates and Taxes: Must certify no undisputed commitments for municipal services. Proof of payment arrangements required if in arrears. - CSD Registration: Must be registered on the National Treasury Central Supplier Database (CSD) and eThekwini Municipality Supplier Portal. - Joint Ventures: Each party must submit separate Tax Compliance Status PINs and meet individual documentation requirements. - Register of Tender Defaulters: Tenderer or directors/shareholders must not be listed as prohibited from doing business with the public sector. - Occupational Health and Safety: Must comply with Construction Regulations (2014) and demonstrate necessary competencies and resources. - ETM Supplier Database: Registration on eThekwini Municipality’s Supplier Portal is mandatory prior to submission.
