• Submit a hard copy of the tender offer to: The Tender Box in the foyer of the Municipal Building, 166 KE Masinga Road, Durban. - Electronic submission is also required via the eThekwini Municipality JDE System (ESP Module). - Both submissions must be completed by 10 July 2026 at 11:00. - Tender offers submitted via any other means will be deemed invalid. - The hard copy submission is the ruling version. - Return all returnable documents fully completed, either electronically or in legible, non-erasable ink. - Seal the original and copies as separate packages marked 'ORIGINAL' and 'COPY', with employer and tenderer details on the outside. - Do not submit via facsimile or email unless explicitly allowed. - Ensure all requested data and information is provided completely and in the required format to avoid being deemed non-responsive.

Tenderers must: 1. Be registered on the CSD and eThekwini Supplier Portal. 2. Have a valid Tax Compliance Status PIN, CIDB registration (if required), and B-BBEE certificate at closing. 3. Not be under any restriction to do business with the employer. 4. Have no material undisputed municipal arrears. 5. For joint ventures, each member must submit separate documentation and a formal JV agreement. 6. Demonstrate the professional, technical, financial, and managerial capacity to perform the contract.

• Scope: Comprehensive management, operation, and maintenance of Virginia Airport and all associated facilities for a 36-month contract. - Deliverables: Ensure compliance with statutory, regulatory, and aviation safety requirements; adhere to prescribed service delivery standards; implement financial and administrative controls; provide operational support to maintain airport functionality and strategic objectives. - Standards: Must meet all applicable aviation and regulatory standards as specified in the tender documentation.

• Pricing must be in Rand unless otherwise instructed. - Include all duties, taxes (excluding VAT), and levies applicable 14 days before the closing date. - VAT must be shown separately as an addition to the tendered total. - Rates and prices must be fixed for the contract duration unless otherwise provided in the Contract Data. - Audited Financial Statements are required if the tender value exceeds R10 million (incl. VAT). - Submit securities, bonds, guarantees, policies, and certificates of insurance as required by the Contract Data.

• Registration on eThekwini Municipality’s Supplier Portal is mandatory (register at www.durban.gov.za > Business > Supply Chain Management > Accredited Supplier and Contractor Database). - Registration on the National Treasury Central Supplier Database (CSD) is required (register at https://secure.csd.gov.za). - Valid CIDB Registration and Status, B-BBEE Certificates, and Tax Compliance Status PINs must be submitted and verified via CSD. - Each party in a Joint Venture (JV) must submit separate Tax Compliance Status PINs. - JV Agreements must be formalized or proof of intent to formalize must be provided. - Declaration of Municipal Fees: Certify no undisputed commitments for municipal services. - Tenderers must have no restrictions on doing business with the employer. - Tender validity must be maintained for 12 months post-closing unless notified otherwise.
