1. SANAS Accreditation as a B-BBEE Verification Agency (proof required). 2. Project Leader must be a member of a recognized professional body (e.g., Association of BBBEE professionals/Accounting/Auditing). 3. Company must have experience in executing and managing similar B-BBEE verification projects (minimum 5 reference letters/purchase orders/award letters). Bidders failing to meet all eligibility criteria will not be considered. Persons in the service of the state or companies with directors in the service of the state are disqualified.

• Objective: To appoint a competent B-BBEE verification agency with sufficient experience to conduct the B-BBEE verification process for the 2024/25 financial year for the Department of Cooperative Governance and Traditional Affairs (COGTA).
• Scope of Work:

• Phase 1 (Inception): Draft an inception report detailing the verification approach, methodology, timeframes, and costs within one week of appointment. Identify the Project Steering Committee (PSC) and present the plan for adoption.
• Phase 2 (Implementation): Capture B-BBEE information on data sheets, analyze legislation and claims, produce verification reports and scorecards, finalize reporting with the B-BBEE Commission, and produce final B-BBEE Verification Certificates.
• Phase 3 (Close-out): Prepare a detailed closeout report and hand over 4 hard copies and an electronic version. Deliver final reports as hard copies, on compact disk, management reports, and hard/electronic copies of the B-BBEE Certificate.

• Project Duration: 2 months, divided into Inception (2 weeks), Implementation (4 weeks), and Close-out (2 weeks).
• Eligibility Requirements:

• SANAS accreditation as a B-BBEE Verification Agency.
• Project leader membership to a recognized professional body (e.g., Association of BBBEE professionals/Accounting/Auditing).
• Company experience: Minimum of 5 reference letters, purchase orders, or award letters for similar B-BBEE verification projects for Measured Entities.

• The project is divided into three phases: Inception (2 weeks), Implementation (4 weeks), and Close-out (2 weeks).
• Inception Phase: Draft an inception report detailing the verification approach, methodology, timeframes, and costs; identify the PSC; secure access permissions.
• Implementation Phase: Capture B-BBEE data, analyze legislation and claims, produce reports and scorecards, finalize with the B-BBEE Commission, and issue certificates.
• Close-out Phase: Prepare an integrated closeout report and hand over 4 hard copies and an electronic version.

• The bidder must be a SANAS-accredited B-BBEE Verification Agency.
• The project leader must be a member of a recognized professional body (e.g., Association of BBBEE professionals/Accounting/Auditing).
• The company must have experience in executing similar B-BBEE verification projects, evidenced by a minimum of 5 reference letters, purchase orders, or award letters.

• The service provider must produce a detailed inception report outlining the verification methodology, timeframes, and costs.
• Final deliverables include hard copy reports, electronic versions on compact disk, management reports, and B-BBEE certificates in both hard and electronic formats.
• The project will be monitored through a Project Steering Committee (PSC), with the service provider required to present phases for adoption.

• Submit a firm price inclusive of VAT and all applicable taxes (PAYE, income tax, UIF, skills development levies).
• The pricing schedule must be completed in detail, signed by the bidder, and witnessed.
• The bid validity period is 120 days.

• Submit a firm price (inclusive of VAT). Non-firm prices, including prices subject to exchange rate variations, will not be considered.
• The bid price must be stated in words and figures.
• The price must include all applicable taxes: value-added tax, PAYE, income tax, UIF contributions, and skills development levies.
• The bid validity period is 120 days.

• Tax Compliance: Bidders must ensure compliance with tax obligations and submit a Tax Compliance Status (TCS) PIN issued by SARS. Alternatively, if registered on the Central Supplier Database (CSD), provide a CSD number.
• For consortia/joint ventures/sub-contractors, each party must submit a separate TCS certificate/PIN/CSD number.
• B-BBEE Status: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• No bids will be considered from persons in the service of the state, companies with directors in the service of the state, or close corporations with members in the service of the state.
• Bidders must complete and sign the tenderer's disclosure form, declaring no conflicts of interest or collusive practices.

• Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• The verification must cover key elements: Management Control, Skills Development, Enterprise and Supplier Development, and Socio-Economic Development.
• Specific goal points are allocated for 100% Black Ownership.

• The successful bidder will be required to fill in and sign a written contract form (SBD7).
• Only firm prices will be accepted; non-firm prices (including those subject to exchange rate variations) will not be considered.
• The contract includes standard terms under the Preferential Procurement Policy Framework Act, 2000, the Preferential Procurement Regulations, 2022, and the General Conditions of Contract (GCC).
• Fraudulent claims for specific goals may lead to disqualification, contract cancellation, cost recovery, restriction from public sector business for up to 10 years, and criminal prosecution.

• Bidders must submit a TCS PIN or CSD number for tax compliance.
• Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit to qualify for preference points.
• Complete the tenderer's disclosure form, declaring no state employment conflicts, collusive practices, or undisclosed interests.
• Provide proof of authority to sign the bid (e.g., company resolution).

• The 80/20 preference point system applies.
• Price score calculated as: Ps = 80(1 - (Pt - Pmin)/Pmin).
• Specific goal points (20 maximum) for 100% Black Ownership.
• Proof must be submitted to claim preference points.
