• Returnable documents: proof of registration on the Central Supplier Database (CSD) showing business registration, bank details, service‑of‑the‑state status, tax compliance, identity number and tender default status; completed Standard Bidding Documents (SBD 1 Invitation to Bid, SBD 3.1 Pricing Schedule, SBD 4 Bidder’s Disclosure, SBD 6.1 Preference Points claim form, SBD 7.1 Contract form) and authority‑to‑sign resolution.

• Each email may not exceed 30 MB and must contain only one bid; use PDF format (compressed if possible).
• Include the tender reference (RFQ 35‑2025 2026) in the email subject line.
• Bids must be received by the deadline (20 Feb 2026 11:00 h); sending before the deadline is not sufficient – the bid must be in the recipient’s inbox by that time.
• Prices must be quoted in ZAR, VAT‑inclusive, and be firm; price validity is 90 days from the closing date.
• Authority to sign must be evidenced by a resolution or similar document.
• Failure to submit any required returnable or an incomplete SBD 6.1 will render the bid non‑responsive or result in loss of preference points.

The evaluation is conducted in three phases:

1. Eligibility/Pre‑qualification – verification of CSD registration, submission of required SBDs (Authority to sign, SBD 1, SBD 3.1, SBD 4). Non‑compliance leads to disqualification.

2. Technical Evaluation – assessment of compliance with the scope (materials, trenching, testing, warranties, CIDB grade 1EB/EP+, lead electrician qualifications, reference letter, ability to start within 7 days of PO). Technical compliance is mandatory to proceed to the financial stage.

3. Financial & Specific Goals Evaluation – price is scored out of 80 points (firm, VAT‑inclusive, delivery costs included). Preference points are scored out of 20 points: Race 6, Gender 6, Disability 4, Youth 4. Total possible score = 100. The 80/20 preference point system applies (price 80 pts, specific goals 20 pts).

Scope of work:

• Supply, delivery and installation of electrical material including a water‑pump kit.
• Trench digging, backfilling, cable and conduit installation, float‑switch wiring correction/replacement.
• Testing and commissioning of the system.
• Completion report submission.

Special conditions:

• Minimum one reference letter for a similar project.
• Valid CIDB grading of 1EB/EP or higher (proof required).
• Lead electrician CV with National Diploma‑Electrical Engineering or Trade Test certification.
• Detailed quotation as per BOQ.
• One‑year written warranty on all electrical installations.
• Project must start within 7 days of purchase order issuance and be completed within 10 days.
• Costing must be VAT‑inclusive.
• No compulsory briefing; site visit optional.

• Only firm prices accepted; all prices must be quoted in ZAR, VAT‑inclusive.
• Price validity: 90 days from the closing date.
• Pricing to be submitted on the firm‑price schedule (SBD 3.1); delivery costs must be included.
• No mention of performance bonds or guarantees; bidders must follow the pricing schedule format.
• Payment terms will be as per the contract form (SBD 7.1) to be signed after award.

• Register on the Central Supplier Database (CSD) and provide CSD number.
• Submit Tax Compliance Status (TCS) PIN or certificate; if unavailable, provide CSD number.
• No persons in the service of the State (or directors/shareholders thereof) may be involved.
• Provide CIDB grading (minimum 1EB/EP).
• Preference points claim form (SBD 6.1) must be completed to claim points for race, gender, disability and youth.
• B‑BEE status not explicitly required, but preference points are allocated for transformation goals.
• All required documents must be signed and authenticated.
