Group in the various locations across the country for a maximum period of 36 months (3 years). The
provider should be able to provide the services listed in the scope of work section below.
This document contains PRASA’s requirements for the appointment of a service provider for the
EWP and adhoc OH Services for PRASA Group as a whole.
EWP: PRASA previously engaged Metropolitan Health Services to provide EWP services which
were procured through an open tender process, and it covered the period between 2015 until 2017.
This relationship at a national level expired at the end of December 2017. A request for the extension
of this contract was completed, however the sign off for the extension was only finalised after
December 2017, so this process could not be considered due to the submission being after the date
of contract expiry. PRASA Rail procured the services of Metropolitan Health Services and Workforce
Health Care (DNA Wellness), respectively for various short term emergency contracts between
January 2018 and March 2022 for a period of 3 to 6 months each through an approved SCM process
to assist Rail during rail emergencies/incidents only. Currently PRASA does not have any external
EWP service provider, and this has been the case since March 2022 until current.
A National EWP tender was advertised in 2019. Group Finance had confirmed that there was an
associated budget to fund this tender. The tender process was delayed due the various tender
committees not being in place and no appointment of a successful tender could be finalised due to
such delays. In addition, Group Finance reallocated this funding and this meant that a second tender
process could not be approved and initiated.
PRASA has EWP practitioners, and these individuals are based predominantly in Rail except for
two practitioners in Corporate. All other PRASA entities/areas do not have EWP practitioners,
however they do require EWP services to address the needs of the employees within the various
entities/areas. EWP staff that are employed within PRASA perform the following functions as per
their job profile:- design, develop and implement the Employee Wellness Programme (EWP) for

PRASA; conduct needs analysis within the business; establish EWP advisory committees; develop
appropriate EWP policy to guide the organisation; develop applicable operational procedures and
standards; provide clinical services to employees to address trauma and emotional issues; set up
procedures to manage absenteeism; managing risk pool cases jointly with line and the occupational
health department/private medical providers; complete administrative tasks related to cases;
provide aftercare and monitoring services for employees (post rehabilitation and other forms of
therapy); supervise the EWP co-ordinators; market EWP services internally; train supervisors,
managers and shop stewards on EWP related matters; manage cases and reports required from
the EWP service providers/stakeholders; have regular meetings with EWP service providers and
stakeholders, and report on EWP matters.
It should be noted that the services of the EWP service provider supplements and enhances the
services offered by internal EWP practitioners within the business. Employees sometimes want to
access EWP services without the knowledge of the employer (voluntarily) and believe they require
privacy and confidentiality and thus would want access to the services of an external EWP service
provider. In addition, the service provider provides additional services and resources that are not
readily available internally that complements the implementation of the adopted integrated EWP
plan.
Occupational Health: PRASA has established Occupational Health Clinics only within some PRASA
Rail Regions/areas that operate from Monday to Friday from 7.30am to 4.00pm. These clinics are
in Cape Town, Durban, and Gauteng (Braamfontein and Wolmerton) and are managed by the 3
PRASA Rail Regions. None of the other PRASA entities have any occupational health services that
are offered to employees.
Both the Gauteng Region (Braamfontein and Wolmerton) and the KZN Region (Durban) has its own
occupational health nursing staff employed by PRASA, but the service of the Medical Doctor
(occupational medicine practitioner) is outsourced through a contract. The occupational health staff
in the Western Cape Region is an outsourced service for both the Medical Doctor (occupational
medicine practitioner) as well as the nursing staff.
The service provider will be expected to provide EWP services to the employees of PRASA and their
immediate family members. The service provider will also be expected to provide OH services only
to PRASA employees, at the following PRASA office/areas, where OH services are not available,

2.1 Status quo
There is no EWP or OH service provider that is currently providing services to the entire PRASA
Group. The last national EWP service provider contract expired as at end December 2017.
2.2 Problem statement
PRASA is currently faced with capacity challenges to manage this kind of services and has identified
that to manage the EWP efficiently and effectively as well as OH service related challenges which

affect productivity negatively as well as create additional risk for the organisation, the provision
of these additional services will need to be sourced from an external service provider.
In addition, provision of such EWP and OH services to employees are part of the human factor
standards as required by the Rail Safety Regulator (RSR) and do form part of the PRASA application
for an operator licence with the said Regulator.
The purpose of this project is for PRASA to source EWP and adhoc OH services through the
appointment of a suitably qualified provider registered with all applicable and relevant legislative
bodies. The provider must be capable of servicing PRASA Group in the various locations across
the country for a maximum period of 36 months (3 years).
The reasoning behind a 36-month contract period is that PRASA is currently engaging on an
integrated wellness model that will also include occupational health, wellness clinics and risk related
aspects. This will assist business over the next 36 months to be able to implement an integrated
model and prepare and align the organisation over this period so that an integrated wellness future
tender can be prepared to include all other aspects of wellness. The intent of these services is to
ensure that the standardisation of integrated wellness for all PRASA employees.
3.1 Desired outcomes for carrying out the proposed project
Provision of EWP and adhoc OH services, in areas where there are no allocated resources, will
assist the employees in these areas to access such services. In addition, The EWP and OH
services provided will be private and confidential and will allow employees to voluntarily access
such services thus, reducing risks related to increases in employee absenteeism as well as
address issues of employee wellness and health matters in the organisation.
3.2 Project benefits to PRASA
PRASA as a business shall realise significant benefits following the implementation of the project
where all employees can readily access EWP services voluntarily and OH services on a legislative
basis, and in a private and confidential manner to address their challenges. These services are also
a requirement of the operating licence issued to PRASA by the RSR and complies to the Human
Factors Management standard as well as other applicable Occupational Health legislative
requirements. Therefore, the project benefits to PRASA includes improved employee health and
wellbeing which relates positively to productivity levels as well as compliance with applicable
legislation.

3.3 Current mechanisms in place to address the problem
The only current mechanisms that are in place is in Rail and PRASA Corporate that have appointed
EWP and Occupational Health practitioners. In addition, some areas within Rail also provide
employees with primary health care services via occupational health medical practitioners from
Monday to Friday between 7.30am and 4.00pm. Whilst the current internal resources for both EWP
and OH attempt to offer services to PRASA Group, when possible, these services are not consistent
as they are unable to meet the capacity as well as the legislated ratio of practitioner to employees.
4.1 Scope of the desired solution
4.1.1The service provider will amongst others assist PRASA with the following EWP
services based on a combined fixed monthly service fee and a fee for service where applicable:
the purpose is to provide integrated Wellness services with the end-to-end process for an employee
inclusive of relevant marketing and promotional material;
i. National Call Centre and Helpline (24-hour toll free helpline) (fixed monthly service fee). The
provision of a call centre facility (toll-free line) as well as a professionally managed Employee
Wellness service via face-to-face interaction (maximum of 6 sessions per incident) to all
employees and their family members based on psychological, psychosocial, and behavioural
health problems that include individual therapy, counselling, advice, medical information,
financial advice, legal-advise services and debriefing amongst others. This service must be
available 24 hours per day, the entire week as well as 365 days in a year.
ii. EWP related training programmes (fee for service): To provide PRASA employees with
resilience, life skills, coping skills, awareness and educational training programmes (fee for
service) that will allow them to deal with work-life balance pertaining to stress and trauma related
incidents on an as and when required basis. This will also include the following: -
retirement plans.

iii. To provide a lifestyle management programme (fee for service) that will aid employees in terms of
disease management, such disease management programmes should include:-
Effective prevention strategies to minimize new and re-infections of identified chronic diseases.
Health and life management services or managerial coaching or support services
Partner with PRASA during Wellness Days and Health Campaigns in the workplace aimed at
healthy lifestyle management
iv. To provide site/scene support and assistance to, employees and , on request during emergencies
to commuters/passengers (fee for service) subjected to rail incidents, road accidents, workplace
accidents/incidents, fatalities, or suicides in the rail reserves with group demobilizations (if required)
and defusing, including traveling-cost on an as and when required basis for critical incident site
debriefing and/or trauma response services.
v. Executive Well Being Programme (fee for service): To provide a Programme that meets the unique
needs of the various executive and management teams within the various PRASA entities. This
should include:

4.2 Required professional services
The appointed company will be required to provide the professional services that are
captured under 4.1.
4.3 Insurance requirements for the project
PRASA, as the Employer, does not need to procure any insurances. The EWP and OH service
provider will need to have the applicable liability insurance cover.

4.4 Targeted area by this project
The service provider must have a national footprint within the borders of South Africa and will be
expected to provide the EWP and ADHOC OH services to PRASA offices as specified in Table
1(Gauteng, KZN, Eastern Cape, Western Cape, Free State, Limpopo and Mpumalanga).
4.5 Prasa’s responsibilities
PRASA’s responsibilities will cover the following: -
4.5.1 Enter into a contract with the successful EWP and adhoc OH service provider.
4.5.2 Manage the contract and service deliverables.
4.5.3 Finalise a programme of action with EWP and adhoc OH service provider.
4.5.4 Hold regular contract meetings or as agreed to with the EWP and OH service provider.
4.6 Ewp and OHS provider responsibilities
The EWP and OH service provider’s responsibilities will cover the following: -
4.6.1 Enter into a contract with PRASA.
4.6.2 Manage the contract and service deliverables.
4.6.3 Provide administrative support that includes monthly and annual reports as well as
recommendations to PRASA on issues raised and how to address these issues.
4.6.4 Finalise a programme of action with EWP and OH service provider.
4.6.5 Provide communication, marketing consultancy services, and wellness promotion services
aligned to the National Health Calendar.
4.6.6 Hold regular contract meetings or as agreed to with PRASA.
4.6.7 To ensure vetting of their staff to verify compliance with regards to qualifications, experience
and professional registrations.
4.7 Extent and coverage of the proposed project
As per 4.4 Table 1 above: (Gauteng, KZN, Eastern Cape, Western Cape, Free State, Limpopo and
Mpumalanga).
4.8 Measurements and payment
The appointed EWP and OH service provider will be notified as per clause 4.1 above that services
will need to be categorised as a fixed monthly service fee and fee for service costs. Such services
will need to be defined by the appointed EWP and OH service provider in the tender submission

will be based at a call centre servicing PRASA Group through the toll-free number.

A compulsory pre-proposal RFP briefing will be conducted at Umjantshi House, 30 Wolmarans
street, Braamfontein, Johannesburg on the 24 August 2026, at 10h00 am. Bidders to provide own
transportation and accommodation. The briefing session will start punctually, and information will
not be repeated for the benefit of Bidders arriving late.
2.1 A Certificate of Attendance in the form set out in Form D Annexure 1 hereto must be completed
and submitted with your Proposal as proof of attendance is required for a compulsory site meeting
and/or RFP briefing. Bidders must also appear on the Compulsory Briefing session Regitser.
2.2 Bidders failing to attend the compulsory RFP briefing may be disqualified.

8.10 Responses to RFP must provide sufficient information and detail in order to enable PRASA
to evaluate the responses to RFP, but should not provide unnecessary detail which does
not add value and detracts from the ability of PRASA to effectively evaluate and understand
the responses to RFP. The use of numbered headings, bullet points, sections, appendices
and schedules are encouraged.
8.11 Information submitted as part of a responses to RFP should as far as possible, be orderly

8.12 Responses to RFP should ensure that each requirement contained in the RFP is succinctly

8.16 Bidders are required to review the Contract. Bidders may further amend and or delete any
part of the Draft Contract where they deem fit to do so. Where Bidders have amended and
or deleted any part of the Contract, it must be clearly visible by using track changes and
must ensure that the disc copy of their bid submission for the Draft Contract is in word
version and not password protected. It must be noted that the marked up Contract will
form part of contract negotiations processes with the preferred bidder.

EWP: PRASA previously engaged Metropolitan Health Services to provide EWP services which
were procured through an open tender process, and it covered the period between 2015 until 2017.
This relationship at a national level expired at the end of December 2017. A request for the extension
of this contract was completed, however the sign off for the extension was only finalised after
December 2017, so this process could not be considered due to the submission being after the date
of contract expiry. PRASA Rail procured the services of Metropolitan Health Services and Workforce
Health Care (DNA Wellness), respectively for various short term emergency contracts between
January 2018 and March 2022 for a period of 3 to 6 months each through an approved SCM process
to assist Rail during rail emergencies/incidents only. Currently PRASA does not have any external
EWP service provider, and this has been the case since March 2022 until current.
A National EWP tender was advertised in 2019. Group Finance had confirmed that there was an
associated budget to fund this tender. The tender process was delayed due the various tender
committees not being in place and no appointment of a successful tender could be finalised due to
such delays. In addition, Group Finance reallocated this funding and this meant that a second tender
process could not be approved and initiated.

tender can be prepared to include all other aspects of wellness. The intent of these services is to
ensure that the standardisation of integrated wellness for all PRASA employees.
3.1 Desired outcomes for carrying out the proposed project

and OH attempt to offer services to PRASA Group, when possible, these services are not consistent
as they are unable to meet the capacity as well as the legislated ratio of practitioner to employees.
4.1 Scope of the desired solution
4.1.1The service provider will amongst others assist PRASA with the following EWP
services based on a combined fixed monthly service fee and a fee for service where applicable:

i. National Call Centre and Helpline (24-hour toll free helpline) (fixed monthly service fee). The

Wellness service via face-to-face interaction (maximum of 6 sessions per incident) to all
employees and their family members based on psychological, psychosocial, and behavioural
health problems that include individual therapy, counselling, advice, medical information,
financial advice, legal-advise services and debriefing amongst others. This service must be
available 24 hours per day, the entire week as well as 365 days in a year.
ii. EWP related training programmes (fee for service): To provide PRASA employees with
resilience, life skills, coping skills, awareness and educational training programmes (fee for
service) that will allow them to deal with work-life balance pertaining to stress and trauma related
incidents on an as and when required basis. This will also include the following: -
