Submit all required documents in a sealed envelope to the bid box at Ground Floor Foyer, 270 Jabu Ndlovu Street, Pietermaritzburg by 15:00 on 23 June 2026. Late submissions will not be accepted. Bidders must sign the official submission register at reception upon delivery. Couriers/drivers must be informed of this requirement. Bids must be submitted on official forms provided (do not re-type). Each bid must be in a separate envelope with bidder name, address, bid number, and closing date clearly marked. Electronic or faxed bids will not be considered. Bidders must initial every page of the bid document. Use of correcting fluid or erasable pen is prohibited. Bids will be opened in public after the closing time.

Evaluation follows a 4-stage process: 1) Administrative Compliance: All compulsory documents (Sections A-O, SBD forms) must be submitted. Missing or incomplete documents will disqualify the bid. 2) Functionality: Minimum 60% score required to proceed. 3) Preferential Points: 80/20 system applies (80 points for price, 20 for specific goals). Specific goal: HDI (Historically Disadvantaged Individuals) ownership (20 points). Submit completed ownership demographic form, CIPC certificate, and SBD 6.1 to claim points. 4) Price Negotiation: Department may negotiate with the recommended bidder. Failure to submit proof for specific goals will result in zero points for that category.

Design, supply, deliver, install, and commission a 30 kWp grid-tied solar photovoltaic system at Mandeni Youth Enterprise Park rooftop. Project duration: 6 months from contract signing. System must meet all technical and safety standards as per the Terms of Reference (TOR) in Sections 36-51 of the document. Suppliers must ensure compliance with all specified requirements, including warranty (12-18 months) and performance guarantees.

Goods must conform to standards in bidding documents and specifications. Supplier must allow inspections/tests during production, execution, or completion. Costs of inspections/tests: Purchaser pays if compliant; supplier pays if non-compliant. Non-compliant supplies may be rejected and must be replaced at supplier’s cost. Supplier must indemnify purchaser against third-party claims for patent/trademark infringement. Supplier must provide packing sufficient to prevent damage during transit. Documents and information remain purchaser’s property and must be returned upon request.

Firm prices only (non-firm prices excluded). Use SBD 3.1 (Purchases) or SBD 3.3 (Professional Services). Include unit prices, totals, VAT (15%), and all applicable taxes. Delivery costs must be included. Offer valid for 60 days from closing date. For professional services: Provide hourly/daily rates, phases, man-days, and travel expenses (actual costs with proof). Specify if rates are firm for the contract period. Travel expenses must be recoverable with certified invoices.

Submit firm prices only (non-firm prices will not be considered). Pricing must be in ZAR, inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies). Offer must remain valid for 60 days from the closing date. Use SBD 3.1 (Purchases) or SBD 3.3 (Professional Services) pricing schedules. Include unit prices, totals, and delivery costs. Travel expenses (if applicable) must be actual costs with proof. Payment terms: Invoices must be accompanied by delivery notes; payment within 30 days of invoice submission. Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) may be required within 30 days of contract award.

Bidders must be registered on the Central Supplier Database (CSD) at www.csd.gov.za. Tax compliance: Submit valid TCS PIN (SARS) or CSD number. Foreign bidders must provide proof of residency or permanent establishment in South Africa. Bidders must not be listed on the Register for Tender Defaulters or the List of Restricted Suppliers. Bidders must not be in the service of the state, nor have directors/members who are state employees. Submit SBD 4 (Bidder’s Disclosure) and SBD 6.1 (Preference Points Claim Form). Joint ventures/consortia must submit separate compliance documents for each party. B-BBEE: HDI ownership documentation required for preference points.

Contract duration: 6 months from Service Level Agreement signing. Warranty: 12 months after delivery/acceptance or 18 months after shipment (whichever is earlier). Supplier must repair/replace defective goods at no cost upon written notice. Performance security (bank guarantee, irrevocable letter of credit, or cashier’s cheque) due within 30 days of award; discharged within 30 days of contract completion. Prices must remain fixed unless adjusted per SCC. Payment: Invoices + delivery notes; payment within 30 days. Penalties: Prime interest rate per day for delays. Termination for default possible. Contract amendments require written agreement. Subcontracts must be notified in writing. Supplier liable for delays unless extension granted. Force majeure clauses apply.
