• Evaluation is conducted in three phases:

1. Phase 1 – Mandatory Requirements (closing stage):

• Proof of registration with a recognised professional body (ECSA, SACNASP, IET, etc.).
• Full quotation according to the prescribed pricing schedule and deliverables.
• Submission of a detailed project plan with timelines.
• At the awarding stage: tax‑compliance status and no appearance on the Restricted Suppliers or Tender Defaulters registers.
• Failure to meet any item results in disqualification.

2. Phase 2 – Functionality Evaluation (technical capacity):

• Minimum score ≥ 70 points out of 100.
• Criterion 1 (30 pts) – Experience on nuclear engineering/design projects (≥ 4 projects = 30 pts; 4 = 20 pts; 3 = 10 pts; < 3 = 0).
• Criterion 2 (20 pts) – Quality of methodology/strategy (0‑10 pts) and work plan (0‑10 pts).
• Criterion 3 (50 pts) – Certifications and staff qualifications:
• ISO 9001/ISO 19443 (10 pts).
• Team‑leader nuclear engineering experience (0‑20 pts).
• Engineering qualifications (PhD/Masters 20 pts, Honours 15 pts, degree 10 pts, diploma 5 pts, certificate 3 pts).

3. Phase 3 – Price & Specific Goals (80/20 preference system):

• Price – Up to 80 pts calculated against the lowest acceptable bid (formula provided in the tender).
• Specific Goals – Up to 20 pts based on Black‑ownership and Women‑ownership percentages (e.g., 12 pts for ≥ 91 % Black ownership, 8 pts for ≥ 91 % Women ownership, etc.).
• The contract will be awarded at the discretion of NRWDI and is not automatically given to the highest‑scoring bidder.

• Scope: Provide Owner’s Engineer services for the Centralised Interim Storage Facility (CISF) for spent nuclear fuel, located at the Vaalputs site (Northern Cape).
• Deliverables include:

1. Independent review of preliminary design and EIA reports.

2. Lifecycle cost estimates.

3. Project‑management support (schedule, risk, progress reporting).

4. Updated safety assessments and site‑investigation documents for NNR submission.

5. Compilation of a Safety Case (including review of the Koeberg TISF Safety Case).

6. Facilitation of the Feasibility‑Stage Gateway Review.

7. Development of a Funding Model and financing strategy.

• Expected outputs: safety assessment reports, site‑selection investigation reports, safety case compilation, independent review reports, cost & schedule validation reports, project‑management documents, gateway‑review finalisation, funding‑model & strategy reports.
• Report formats: Microsoft Word, Visio (graphics), MS Project, PowerPoint.
• Contract duration: 24 months, commencing immediately after award.

• Provide a firm pricing schedule (SBD 3.1) with man‑hours, hourly rates and total cost for each deliverable; only firm prices will be accepted.
• NRWDI will pay valid, substantiated invoices within 30 days of receipt, provided all deliverables are satisfactory.
• No payment for incomplete or outstanding work.
• Bidders bear all their own bid‑preparation costs.
