Submit in a sealed envelope clearly marked with the tender number 'B/SM 111/26'. Deposit in the tender box at the Stellenbosch Municipality, Town House Complex (Main Building between Town Hall and Municipal Library), Plein Street, Stellenbosch. The box is accessible 24 hours a day. Bids must be submitted on the official tender document provided (do not re-type). Late, electronic, telephonic, or faxed tenders will not be accepted.

The tender follows an 80/20 preference point system: 80 points for Price, 10 points for B-BBEE status, and 10 points for Locality. Evaluation is conducted in accordance with the Stellenbosch Preferential Procurement Policy (effective 16 January 2023) and the Preferential Procurement Regulations 2022.

The scope involves the off-site disposal of sludge at various wastewater treatment works at Stellenbosch Municipality. The contract period ends on 30 June 2027. Bidders must complete the Schedule of Plant and Equipment and the Schedule of Experience of Key Staff (Site Manager/Supervisor).

Total bid price must be inclusive of VAT. Payment is made within 30 days of invoice submission. Bidders must provide proof of payment of municipal accounts (or equivalent) for all directors/members as part of the compliance documentation.

Registration on the Central Supplier Database (CSD) is mandatory. Tax status must be compliant (provide SARS PIN). B-BBEE status requires a SANAS-accredited certificate or an original sworn affidavit. Must submit completed MBD forms (4, 6.1, 8, 9, 10), OHSA compliance (Letter of Good Standing), and proof of authority to sign.
