• Submit your bid by 11h00 on 04 August 2026. Late submissions will not be accepted.
• Deliver the bid in a sealed envelope to: Department of Agriculture and Rural Development, 1 Cedara Road, Cedara 3200, Supply Chain Management Bid Box.
• The envelope must clearly state the bidder's name and address, bid number DARD09/2026, and the closing date.
• Do not submit via telegraph, telephone, telex, fax, or email.
• You must use the official bid forms provided; do not retype them.
• The bid must be complete. Incomplete bids may be rejected.
• Each page of the bid document must be initialed by the bidder.
• Alterations must be initialed; do not use correcting fluid.
• Bids will be opened publicly shortly after the closing time.

Must be registered on the Central Supplier Database (CSD). Must provide tax compliance status (SARS PIN or TCS certificate). Must not be listed in the Register for Tender Defaulters or List of Restricted Suppliers. Persons in service of the state or companies with directors in state service are disqualified. Must attend the compulsory briefing session. Foreign suppliers must meet specific tax presence criteria in RSA. Must submit a valid B-BBEE certificate or affidavit for EMEs/QSEs to claim preference points.

• Scope: Appointment of a Service Provider to Implement the Amalgamation of All DARD Entities for a period of twenty-four (24) months.
• The department reserves the right to accept part of a tender rather than the whole tender.
• The department may carry out site inspections, product evaluations, or explanatory meetings to verify the nature and quality of services.
• The successful bidder will be required to sign a written contract form (SBD7).
• The contract will be subject to the General Conditions of Contract (GCC) and any Special Conditions of Contract.

• Bidders must complete and submit Annexure A: Bidder's Past Experience.
• The bid document includes a full set of forms and declarations that must be completed as part of the submission.

• The department reserves the right to inspect the bidder's premises and services at all reasonable hours.
• Pre-bidding testing costs are borne by the bidder.
• If inspections/tests show supplies/services comply, the purchaser bears the cost. If non-compliant, the supplier bears the cost.
• Non-compliant supplies/services may be rejected and must be replaced at the supplier's cost and risk.

• You must complete the pricing schedule for goods/services/works, stating the total bid price in ZAR including all taxes.
• For professional services, provide a ceiling price, detailed personnel rates, project phases with costs and man-days, and travel expenses.
• Your offer must be valid for 180 days from the bid closing date.
• Only firm prices are accepted for purchases; prices subject to exchange rate variations are not considered.

• Your bid price must be stated in South African Rand (ZAR) and include all applicable taxes (VAT, PAYE, income tax, UIF, skills development levies).
• The offer must be valid for 180 days from the closing date of the bid.
• For professional services, you must provide a ceiling price based on the total estimated time for all project phases, including all expenses.
• You must detail hourly/daily rates for personnel involved, project phases with costs and man-days, and recoverable travel expenses (with proof required).
• Only firm prices will be accepted for purchases; non-firm prices or prices subject to exchange rate variations will not be considered.
• All delivery costs must be included in the bid price.

• You must be registered on the Central Supplier Database (CSD). Registration is via www.csd.gov.za. Failure to be registered at bid closing will lead to disqualification.
• You must provide your CSD number. If you have a Tax Compliance Status (TCS) PIN from SARS, you must submit it. Alternatively, submit a printed TCS certificate.
• For consortia/joint ventures, each party must submit a separate TCS certificate/PIN/CSD number.
• Bids from persons in the service of the state, or companies/directors/members who are, will not be considered.
• You must submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs & QSEs) to qualify for preference points.
• You must complete the Declaration that Information on Central Supplier Database is Correct and Up to Date (Section C).

• The successful bidder must sign a written contract form (SBD7).
• The contract includes General Conditions of Contract (GCC) and any Special Conditions of Contract.
• The supplier warrants that goods supplied are new, unused, and free from defects arising from design, materials, or workmanship.
• A standard warranty period of 12 months after delivery/acceptance or 18 months after shipment applies, unless otherwise specified.
• The purchaser may require performance security from the successful bidder within 30 days of award.
• The contract may include provisions for training, maintenance, and supply of spare parts.

• The 80/20 preference point system applies (80 points for price, 20 points for specific goals).
• The department may conduct inspections or meetings to verify service quality.
• The department reserves the right to correct mistakes in the bid documents and to cancel the tender process at any stage.
