Compulsory requirements for submission:

• Attend the compulsory site briefing on 17 June 2026 at 10h00 at Main Boardroom, 1215 Nico Smith Street, Koedoespoort, Pretoria. Failure to attend results in disqualification. Sign the attendance register as proof.
• Complete, sign, and submit all compulsory SBD documents (SBD 4 and SBD 6.1).
• For joint ventures/consortia/trusts: Submit a detailed signed agreement outlining revenue split and work portions, signed by all parties. Separate SBD4 forms must be completed for each entity.
• Submit a letter of intent from an approved insurer for the Form of Guarantee (format in T2.1.2).
• No CVs for key personnel; fully complete B1 forms for all key personnel instead.
• Ensure all documents are properly bound and submitted as originals (no copies).
• Write legibly in non-erasable ink. No correction fluid or pens allowed.
• Bid validity period: 120 days from tender closure (excluding public holidays). Be prepared to extend if requested.
• Sign the bids submission register handled by the security officer.

Disqualification risks:

• Missing any compulsory returnable documents (e.g., Tax Compliance Status Pin, CIPC registration, CSD registration summary, certified ID copies of members/shareholders).
• Being listed on the National Treasury’s register of defaulters or restricted suppliers.
• Submitting late or incomplete documents.
• Failing to provide proof of ECSA registration as a Professional Civil Engineer/Technologist (Pr Eng/Tech).

Scope: Provide specialized traffic surveying services on provincial roads in Gauteng for 3 years.

Key Deliverables and Standards:

• Supply and installation of inductive loops on roads for traffic surveys (Annexure B).
• Supply, installation, and commissioning of Comprehensive Traffic Monitors (CTM/HWIM’s) (Annexure D).
• Location of existing secondary stations (Annexure A) and permanent traffic counting stations (Annexure C).
• Locations of manual nodes for Gauteng Province on all provincial roads (Annexure G).
• Pavement patching and repairing specifications (Annexure F).

Capacity Requirements:

• Electronic counters must have capacity to count at least 57 stations per month (30 permanent, 20 secondary, 7 high-speed weigh-in-motion).
• Proof of capacity via certificates with serial numbers.
• Quality Management System: ISO 9001 certification preferred; otherwise, submit in-house quality control plan.

Professional Requirements:

• Must have a Professional Civil Engineer/Technologist (Pr Eng/Tech) registered with ECSA.
• Key staff must have relevant experience in traffic engineering/traffic impact assessments.

Equipment:

• Submit a Schedule of Plant and Equipment with serial numbers for proof of ownership/lease.

Pricing:

• Tender offers must be inclusive of all applicable taxes (e.g., VAT).
• Amounts written in words take precedence over figures in case of discrepancy.
• The Department may verify proposed prices for critical materials if significantly below market rates.

Bonds and Guarantees:

• Submit a letter of intent from an approved insurer for the Form of Guarantee (format in T2.1.2).
• After appointment, submit a 10% guarantee of the awarded contract amount within 15 days (format provided in tender document).

Payment Terms:

• Bid validity period: 120 days from tender closure (excluding public holidays). Be prepared to extend if requested.
• The Department will not compensate bidders for costs incurred in bid preparation or submission.
