• Sharing of resources (vehicles, tools, equipment) with other contractors is strictly prohibited and will lead to disqualification.

Affidavit: Tenderers to submit signed and stamped affidavit confirming employment of resource mentioned above. The affidavit template provided (Annexure A) must be used as the returnable. This affidavit will be used as confirmation of employment of the resources named on the certificates, at the tendering company during the tender period.

Mandatory: 1) Letter of Registration as an Electrical Contractor from the Department of Labour (DoL) in company or director's name, valid at submission. 2) Either one MV Authorisation OR one LV Authorisation from Eskom for the proposed personnel, supported by a full Portfolio of Evidence (POE) including First Aid, Fire Fighting, Supervision, Risk Assessment, etc. All certificates must be valid, in the employee's name, and accompanied by a sworn affidavit (Annexure A) confirming employment.

• Scope: Desktop evaluation of tenderers' skills, vehicles, tools, and equipment for smart metering infrastructure work.
• Work includes: Installation, commissioning, decommissioning, scrapping, and disposal of smart meters, DCU/ECU, ready board retrofits, access covers, IPC, pole top split metering kiosks, secure pole mount DC kiosks, and associated accessories.
• Compliance required with Eskom Standards, Eskom's Buyer's Guide Documents, South African National Standards, and user stipulations.
• Key definitions: Smart Meter, Prepayment Meter, Ready Board, Data Concentrator Unit (DCU), DCU Commissioning, Pole Top Box, Customer Data Update.
• Applicable references: ISO 9001, Eskom Supplier Quality Management Specification (QM 58), Eskom Procurement Procedure, OHS Act, Eskom Guideline for Portfolio of Evidence.

• Evaluation methodology includes scoring for certificates (100% if valid and complete, 80% if valid but incomplete, 40% if expired, 0% if not submitted).
• Vehicle scoring: 100% if registration certificate is valid and in company/owner's name, 0% if not submitted.

• Submit a technical organogram signed by the Managing Director/CEO/Owner showing the technical team.
• Provide MV and LV Line Construction Training certificates from accredited providers (Eskom, SETA, EWSETA).
• Provide valid Prepayment Training certificates (e.g., OTO 06G, OTO 06C, OTO 06A) for split or smart metering.
• Demonstrate work-related experience via completion certificates/handover documents for: installation of smart meters (2 projects, 5 points each), electrification projects (2 projects, 5 points each), or infills projects with house connections (4 projects, 2.5 points each).

• Compliance with ISO 9001 Quality Management Systems is required.
• Adherence to Eskom's Supplier Quality Management Specification (QM 58) is mandatory.

• Mandatory: Valid Department of Labour Letter of Registration as an Electrical Contractor with Installation Electrician (IE) or Master Installation Electrician (MIE). Must be in company/director's name and not expired.
• Mandatory: MV and LV Authorisation certificates issued by Eskom, or permit cards, for the relevant resources.
• Required Portfolio of Evidence (POE) certificates include: First Aid Level 2, Basic Fire Fighting, Supervision, Risk Assessment/HIRA, ORHVS HV02, FAS certificate, Basic Electric/N2 in Electrical Engineering, LV Regulations, LV Operating, Test Instrument.
• All certificates must be valid at submission time and in the same employee's name.
• An affidavit per employee (Annexure A) certified by a Commissioner of Oaths is required to confirm employment.
• Tools and equipment must be owned by the company and listed in the Eskom format register (Annexure B).
• Vehicles must be owned, with registration certificates in company/owner's name.
• B-BBEE Minimum Level: 1.

• Compliance with the Occupational Health and Safety Act (OHS Act) is mandatory.
• Required certificates include First Aid Level 2, Basic Fire Fighting, Risk Assessment/HIRA, and ORHVS HV02.
• Vehicle safety: Transport for workers must be a closed bakkie with safety belts.

• Mandatory requirements include DoL registration and Eskom MV/LV authorisations with associated POE certificates.
• Tools and equipment must be owned and listed in the Eskom format register (Annexure B). Minimum quantities specified.
• Vehicles must be owned: a 4x4 or 4x2 pick-up bakkie with ladder rack and a closed transport bakkie with safety belts.
• Sharing of resources between contractors is prohibited.

• The technical evaluation team assesses submissions that have passed commercial evaluation.
• Evaluation strategy: Level 1 (Mandatory, pass/fail) and Level 2 (Functional, scored).
• Functional criteria weighted: Training (20%), Experience (35%), Tools (20%), Vehicles (25%).
• Minimum functional score: 85%.

• Eskom is implementing a widespread Advanced Metering Infrastructure (AMI) rollout across its entire customer base to introduce smart metering technology.
• This EOI aims to identify suppliers, manufacturers, distributors, and contractors with the capability, capacity, technical compliance, and geographical footprint to support the Smart Meter Rollout Programme.
• Information gathered will be used for market capability assessment, procurement planning, and to inform future sourcing strategies.

Must demonstrate provincial operational footprint and provide evidence (Portfolio of Evidence or Purchase Orders). Products must be technically compliant, preferably listed on Eskom's Technically Evaluated and Accepted Product (TEAP) database.

• Scope: Installation, commissioning, decommissioning, scrapping, and disposal of metering infrastructure for Eskom's Distribution division.
• Specific deliverables include:

1. Smart meter installation (BS Footprint, Din-Rail mounted) – replacing old non-smart meters.
2. Pole-top box installation using IPC clamps.
3. Data Concentrator (DC) installation on transformer zones or minisubs.
4. Data Concentrator (DC) Kiosk installation.
5. Ready board retrofit.
6. Access cover installation after meter removal.
7. Customer data/information update and collection.
8. Smart meters and DC commissioning.

• This EOI is part of Eskom's Advanced Metering Infrastructure (AMI) rollout to enhance data accuracy, operational efficiency, and reduce meter tampering.

• Submit a 1EP CIDB certificate.
• Provide evidence of provincial footprint and authorisation: indicate current installation activities for Eskom per province, LV/MV installation authorisations held, and attach supporting certificates/authorisation letters.
• Capacity questionnaire requires details on: number of installation teams, people per team, estimated daily/weekly installations, calibrated tools/test equipment registers.
• Must have valid LV (Low Voltage) and MV (Medium Voltage) authorisations.
• Must be registered as an Electrical Contractor with an Installation Electrician (IE) or Master Installation Electrician (MIE) with the Department of Labour.
• Must have attended line construction training for MV and LV from accredited Eskom, SETA, or EWSETA institutions.
• Must have attended prepayment training (split metering or smart metering) from accredited Eskom, SETA, or EWSETA institutions.
• Must have 1EP CIDB grading.
• Declare if acting as main contractor or subcontracting the installation scope.

• This EOI does not constitute prequalification, registration, approval, accreditation, inclusion on any panel or supplier database, or a guarantee of participation in any future procurement process.
• Eskom reserves the right to proceed, not proceed, amend, cancel, re-scope, or restructure any future procurement activity arising from this EOI.

• Refer to table 1 section 3.2.1 and table 3 section 3.2.2 for detailed requirements.

• Eskom may waive evaluation for products on the TEAP list; only non-listed products undergo full technical evaluation.
