Scope: Provide topographical survey services for satellite depots at three locations: Glenvista Depot, Hursthill Depot, and Scott Athol Depot.

Key Deliverables:

• Collection and collation of cadastral information for each site.
• Identification or establishment of permanent survey beacons.
• Field surveying using the Lo-system WGS84, with all points located in X, Y, Z to accepted South African land-survey standards.
• Production of a Digital Terrain Model (DTM) as ASCII files, with a general point spacing of 5m and elevation accuracy not exceeding 100mm mean square error.
• Production of detailed survey drawings (master drawing in DWG and DXF formats) showing contours, all boundaries, topographical features, infrastructure, and survey stations.
• Servitude registration.

Technical Standards:

• Work must comply with the South African Geomatics Council (SAGC) Act and code of conduct.
• Survey beacons must be permanent, set in concrete, and numbered sequentially.
• All contract communication must be in English and in writing.

Planning & Reporting:

• Prior to commencement, provide a detailed activity schedule using Microsoft Project software.
• Attend monthly progress meetings with the employer.

Key Personnel & Company Experience (Minimum per project):

• 1 x Professional Land Surveyor/Geomatics Professional: BSc in Engineering Survey with 4-5 years' experience.
• 1 x Surveyor: National Diploma/BTech in Engineering Survey with 3-4 years' experience.
• Company must have completed at least two relevant projects (provide reference letters or completion certificates).
• Submit CVs, qualifications, and professional registration certificates for key personnel.

• Prior to starting work, provide a detailed activity schedule (programme) for each project using Microsoft Project software.
• The programme must include a time scale, tasks with timeframes, start/finish dates, critical path analysis, progress tracking, and must incorporate South African public holidays and weekends.

Minimum key personnel required per project:

• 1 x Professional Land Surveyor/Geomatics Professional: BSc in Engineering Survey with 4-5 years' experience.
• 1 x Surveyor: National Diploma/BTech in Engineering Survey with 3-4 years' experience.

Company Experience:

• Must have completed at least two relevant projects. Provide reference letters or completion certificates as proof.

Submission: Provide CVs, qualifications, reference letters/completion certificates, and professional registration certificates for the key personnel.

• Use the provided Pricing Schedule (MBD 3.1) to submit firm prices.
• The schedule includes items for Preliminary & General (lump sum), collation of cadastral data (lump sum), field work (per m2), extra over for excavation (per m3), survey beacons (lump sum and per point), digital terrain model production (lump sum), and submission on a 16GB USB drive (per unit).
• All prices must be inclusive of all applicable taxes.

• Submit your pricing using the provided Pricing Schedule (MBD 3.1). Only firm prices will be accepted; prices subject to exchange rate variations are not allowed.
• Your total quotation must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Failure to include these will lead to disqualification.
• The quotation must be valid for 60 days from the closing date.
• All delivery costs must be included in your bid price.
• The pricing schedule includes items for Preliminary & General costs, collation of cadastral data, field work, survey beacons, digital terrain model production, and submission on a 16GB USB drive.
• Disbursement costs not included in your tendered rates must be listed under a separate 'Disbursement Costs' item. Any claimed expenses require pre-approval and proof of payment, with a mark-up not exceeding 10%.
• Establishment costs (mobilisation, scope verification, etc.) are deemed included in your quotation amounts.
• You must provide a sum for security services, calculated using the PSIRA hourly rate for Grade E security officers for the survey duration.

Mandatory Registrations & Certificates:

• You must be registered on the Central Supplier Database (CSD).
• Submit a valid B-BBEE certificate or a compliant sworn affidavit.
• Submit a valid Tax Clearance Certificate or SARS PIN.

Mandatory Declarations & Documents:

General Compliance:

• Acceptance of any quotation is subject to Johannesburg Water's Supply Chain Policy.

• The service provider must report to the principal contractor before entering any construction site.
• The service provider may stop work if necessary to ensure the safety of the public, employees, or subcontractors, but must otherwise obtain approval from the employer's representative.

• The contract is subject to the General Conditions of Contract (GCC) and any special conditions.
• All contract communication must be in English and in writing (letters, faxes, email).
• The service provider must use reasonable skill and care in performing the services.
• The service provider must cooperate with other contractors appointed by the employer.
• All documents, reports, and information produced during the contract become the property of Johannesburg Water and cannot be reused without prior approval.
• The service provider is responsible for providing all physical resources needed for the work.
• The employer will provide reference data and locality maps at the issue of each work order.

• The 80/20 preference point system will be used.
• 80 points for price, 20 points for Specific Goals (B-BBEE and other goals).
