• Scope: Appointment of a service provider to develop the Socio-Economic Impact Assessment System (SEIAS) Report for the Planning Professional Act, 2002 (Act No. 36 of 2002) amendments and draft Planning Professional Act regulations.
• Contract period: Three (3) months.
• Deliverables: SEIAS report as required by the Act amendments and draft regulations.

• The supplier must not disclose contract documents or information without prior written consent from the purchaser.
• The purchaser may inspect the supplier's records and have them audited.
• Goods/services must conform to standards mentioned in the bidding documents.

• Submit completed SBD 3.3 (Pricing Schedule) as part of your bid documents.

• Submit completed SBD forms, including SBD 3.3 (Pricing Schedule).
• Submit a valid Tax Clearance Certificate (TCC).
• Payment terms: Payments will be made in Rand, within 30 days after submission of a valid invoice and delivery note, subject to contract fulfillment.
• Prices quoted in your bid are fixed and may not vary except as authorized in Special Conditions of Contract or bid validity extension requests.
• Performance security may be required within 30 days of award, as specified in Special Conditions of Contract.

• Tax Compliance: Submit a valid Tax Clearance Certificate (TCC) or Tax Compliance Status (TCS) PIN. You can apply via SARS eFiling. Provide your Central Supplier Database (CSD) number if no TCS PIN is available.

• The service involves developing a Socio-Economic Impact Assessment System (SEIAS) Report, which inherently addresses environmental considerations as part of the impact assessment.

• The General Conditions of Contract (GCC) apply and may not be amended.
• Special Conditions of Contract (SCC) supplement the GCC and prevail in case of conflict.
• Key clauses cover: definitions, application, standards, confidentiality, patent rights, performance security, inspections, packing, delivery, insurance, incidental services, spare parts, warranty, payment, prices, contract amendments, assignment, subcontracting, delays, penalties, termination for default, anti-dumping, force majeure, termination for insolvency, dispute settlement, limitation of liability, governing language, applicable law, notices, taxes, National Industrial Participation Programme, and prohibition of restrictive practices.
• Performance security may be required as a bank guarantee or irrevocable letter of credit.
• Payments are made within 30 days of invoice submission.
• Penalties for delay may be imposed based on the prime interest rate.
• Termination may occur for default, corrupt practices, or insolvency, with possible restriction from public sector business.
• Disputes should first be resolved amicably, then through mediation, and finally in a South African court.

• Points are awarded for price (max 80) and specific goals (max 20).
• Price scoring uses the 80/20 system formula: Ps = 80
• (1 - (Pt - Pmin) / Pmin) for standard tenders.
• For income-generating contracts, the formula is Ps = 80
• (1 + (Pt - Pmax) / Pmax).
• Specific goals points are claimed via SBD 6.1 and require supporting documentation.
• Sub-contracting more than 25% to a non-HDI enterprise disqualifies HDI points.
• Joint ventures/consortia may claim points based on their members' participation percentage.
