• Bid documents are available free for download on www.etenders.gov.za and www.jgdm.gov.za, or as hard copies at the JGDM SCM office (Corner of Cole & Graham St, Barkly East) from 06 February 2026. A non‑refundable fee of R200 per hard‑copy must be paid (cash, EFT or ABSA bank deposit 2380000019) and a proof of purchase attached to the original tender document.
• All completed bid documents must be placed in a sealed envelope clearly marked “EXPRESSION OF INTEREST: PANEL OF SERVICE PROVIDERS … JGDM2025/26‑018”.
• The sealed envelope must be deposited in the formal tender box outside the main building (Corner of Cole & Graham St, Barkly East) no later than 12:00 (noon) on 10 March 2026. Late, incomplete, unsigned, faxed or emailed submissions will be rejected.
• Bids must remain valid for 120 days after the closing date.
• Disqualification triggers include: not being registered on the Central Supplier Database (CSD), use of tip‑pex or erasable ink, missing signatures, incomplete returnable documents, failure to provide required certifications, or submission by any person in the service of the State.

• Scoring follows an 80/20 points system (80 points for price, 20 points for specific goals) as prescribed by the Preferential Procurement Policy Framework Act and JGDM SCM Policy.
• Functional assessment (capacity and performance) is scored out of 75 points; a minimum of 45 points is required to be considered responsive.
• Specific goals (HDI ownership, locality) can add up to 20 points; evidence must be submitted (CSD records, ID documents, proof of office address, etc.).
• Preference points are calculated after price normalization; final score = price points + preference points.
• Bids scoring less than 45 out of 75 on functional criteria are deemed non‑responsive.

Scope: Supply, delivery and off‑loading of poly‑liquid coagulant chemicals and bioremediation chemicals (cationic, potable‑water grade) for all water and wastewater treatment works listed in the tender.

• Products must meet SANS 241 and JGDM water standards (certificates on request).
• Required documentation per delivery: batch quality‑control certificate, composition data (viscosity, solids, pH, specific gravity, monomer %, Al₂O₃ %), MSDS, certificate of analysis, and proof of approval for potable‑water use (SA Health or recognised international body).
• Supplier must hold one‑month strategic stock on premises; JGDM may audit stock levels.
• Site‑specific validation (jar or pilot testing) required before utilisation at each plant.
• Annual on‑site training, quarterly site visits, jar‑test optimisation, safety audits, and rapid technical support at no extra cost.
• Off‑loading must be performed by certified HazChem driver; supplier provides labour, equipment, safety signage, and HAZCHEM information.
• Deliveries within 48 hours for emergencies, 48 hours to 7 days for normal orders, during 07:30‑15:30 working hours unless otherwise agreed.
• Maximum three‑month supply per consignment; certificates of analysis and sample taken on site for independent testing.
• All packaging must be leak‑proof, sealed, and labelled; supplier bears cost of any leaks or non‑conforming product removal.

• Non‑refundable document fee: R200 per hard‑copy (paid before collection).
• VAT must be shown separately on the bid (applicable to VAT‑registered suppliers).
• Payment terms: invoice payable within 30 days of receipt of a valid tax invoice.
• Performance security: to be provided within 30 days of contract award (bank guarantee, irrevocable LC or certified cheque).
• Price escalation: CPI‑linked adjustments may be applied from month 13 to month 25 after appointment.
• Supplier must provide proof of insurance (personnel, plant & equipment) within 14 days of contract award; failure is a material breach.
• Bonds/guarantees as stipulated in the Special Conditions of Contract (SCC).

• Mandatory registration on the National Treasury Central Supplier Database (CSD).
• Tax compliance: SARS PIN and Tax Clearance Certificate (separate for each partner in a JV/consortium).
• B‑BBEE: Evidence of HDI ownership (≥51 % Black, Women, Youth, Disabled) and locality (proof of office address within JGDM or Eastern Cape) to claim up to 20 preference points.
• Legal standing: valid company registration (CIPC), proof of incorporation, and completed Declaration of Interest form.
• Quality certifications: ISO 9001 (2015), NSF/ANSI 60, ISO 14001, OHSAS 18001 or ISO 45001.
• Occupational Health and Safety compliance: MSDS per ISO 11014/ANSIZ 400.1, HazChem driver certification, and chlorine handling certificate.
• All returnable documents (quality certificates, process controller CV, joint‑venture agreements, etc.) must be signed and cross‑referenced.
