• Stage 1 – Disclosure check: compliance with mandatory SBD‑4 information, CSD registration, tax compliance, and check against restricted‑supplier and tender‑defaulter registers.
• Stage 2 – Key qualifying criteria: online submission, completed Appendix A (technical), completed Appendix B (pricing), OEM/reseller authorisation, statement of service. Failure on any item = disqualification.
• Stage 3 – Technical evaluation: verify that the offered product meets the minimum specifications (FortiGate‑1000F + 1 yr FortiCare + FortiGuard UTP). Non‑conforming specifications are disqualifying.
• Stage 4 – Technical scoring (max 36 points):

– References (up to 10 points per reference, max 30).

– Experience (max 6 points; 3‑5 years = 4, >5 years = 6).

– Minimum score to progress = 75 % (27/36).

• Stage 5 – Adjudication: bids that meet the technical threshold are scored on preference points under the PPPFA (B‑BBEE level points as listed). The lowest total (price + preference) wins.
• Bids exceeding R50 million are not subject to the 80/20 preference point system.

• Required solution: FortiGate‑1000F hardware appliance (product code FG‑1000F‑BDL‑950‑12) plus 1 year FortiCare Premium and FortiGuard Unified Threat Protection (UTP).
