The rand value of the contract is the total estimated value at bid invitation time, including all applicable taxes.

Compliance with the Preferential Procurement Policy Framework Act, 2000, and Regulations 2022 is mandatory. Bidders must:

• Complete the SBD 6.1 Preference Points Claim Form.
• Provide proof of company registration (CIPC) and type (e.g., Partnership, (Pty) Ltd, Close Corporation, etc.).
• Certify that all information and preference points claimed are true and correct.
• Acknowledge that fraudulent claims may result in disqualification, cost recovery, contract cancellation, business restrictions (up to 10 years), or criminal prosecution.
• B-BBEE status and ownership details (SMME, Black ownership, youth, women, disability) must be documented to claim specific goal points.

Specific goals and their points are outlined in Table 1 of the SBD 6.1 form. Bidders must indicate how they claim points for each system (80/20 or 90/10).

Contractual terms require the bidder to:

• Certify that all claimed preference points and information are accurate.
• Provide documentary proof if awarded the contract.
• Acknowledge penalties for fraudulent claims, including disqualification, cost recovery, contract cancellation, business restrictions (up to 10 years), or criminal prosecution.
• Sign and submit the SBD 6.1 form with company details (name, registration number, type).

If the tender value is unclear, the organ of state may stipulate that either the 80/20 or 90/10 system applies, with the lowest/highest acceptable tender determining the final system.
