Criteria include: Company experience (30 points: water projects, civil works), Financial capacity (10 points: bank rating, financial statements), Key personnel qualifications and experience (30 points: Contract Manager, Site Agent, Site Foreman), Plant and equipment availability (20 points: ownership or lease agreements). (3) Price and Preference: 80/20 or 90/10 preference point system applied based on tender value. Price scored using formula A = (1 - (P - Pm)/Pm). (4) Objective Criteria and Risk Analysis: Tenders may be disqualified for past non-performance, health and safety non-compliance, litigation, financial instability, or distorted rates. Scope: Water reticulation and yard connections for Ruigtesloot Village Phase 2. Contractor must be CIDB registered for Category 7CE or higher. Work includes standard and project-specific specifications for water infrastructure as per Part C3 (C3.1 Standard Specifications, C3.2 Project Specifications, C3.3 Particular Specifications) and Part C5: Drawings. Compliance with GCC 2025 (SAICE), Occupational Health and Safety Act No. 85, and Construction Regulations 2014 is mandatory. Site information available in Part C4.1. No contract price adjustments allowed; all rates and prices are fixed for the contract duration.

Fixed-price contract with no adjustments for inflation or foreign exchange fluctuations. Submit pricing as per C2.1 Pricing Instructions and C2.2 Schedule of Quantities.
