Submission Guidelines

– Valid CSD number and copy of company registration certificate.
– Tax Compliance Status (TCS) certificate or SARS PIN.
– CIDB grading certificate (minimum 3 CE).
– Proof of payment of municipal rates/taxes or lease/tribal authority letter (not older than 3 months).
– Joint‑venture agreement and CSD/TCS for each JV partner (if applicable).
– BOQ completed in black ink, signed for all alterations.
– All required certificates (Compensation Fund, contractor registration, etc.).
Evaluation Criteria

Phase 2 – Functionality (100 points total):
1. Experience and qualifications of personnel – 30 points.
2. Bidder’s experience in similar road‑maintenance projects – 30 points (minimum 2 similar contracts; attach appointment letters/completion certificates).
3. Plant and equipment – 30 points (proof of ownership or hire/lease letters; 50 % of points for hired equipment).
4. Financial standing/ability to execute – 10 points (proof of funding/credit facility, bank statement ≤30 days).
Minimum threshold: 70 points in functionality to proceed to price and specific‑goal scoring.
Scoring system: 80 points for price, 20 points for specific goals (pre‑qualified B‑B‑BEE ownership targets). Preference points are claimed via the Preference Points Claim Form (MBD6.1).
Technical Specifications

Deliverables: Execution of all maintenance works as defined in the Bill of Quantities; compliance with the Standard Specification, Health & Safety Specification and Environmental Management requirements (C3.6‑C3.9).
