• Submit the complete tender package in a single sealed envelope marked “Bid No. PM26-25/26 – Civic Centre”.
• Deliver to the bid box at Polokwane Municipality, Civic Centre, Landdros Mare Street, Polokwane no later than 10:00 hrs on 13 March 2026. Late submissions are rejected.
• No electronic, fax or email submissions are accepted; the bid box is open 24 hours a day.
• Use only the official forms supplied (do not re‑type). All pages must be initialed and the authority to sign must be fully completed.
• Required returnables (attach with the bid):

– Completed Invitation to Bid (MBD1) and all other MBD forms (MBD4, MBD5, MBD6.1, MBD8, MBD9).

– Valid CSD number and copy of company registration certificate.

– Tax Compliance Status (TCS) certificate or SARS PIN.

– CIDB grading certificate (minimum 3 CE).

– Proof of payment of municipal rates/taxes or lease/tribal authority letter (not older than 3 months).

– Joint‑venture agreement and CSD/TCS for each JV partner (if applicable).

– BOQ completed in black ink, signed for all alterations.

– All required certificates (Compensation Fund, contractor registration, etc.).

• Bids remain valid for 90 days after the closing date.
• Disqualification triggers include: missing pages, pencil entries, late submission, failure to meet the peremptory requirements listed, conflict‑of‑interest, being listed on the Register of Bid Defaulters, or abusing the municipality’s SCM system.

Phase 1 – Administrative compliance (critical criteria): authority to sign, all pages initialed, certified ID copies of directors, valid TCS/CSD, joint‑venture agreement (if applicable), BOQ in black ink, CIDB 3 CE certificate, municipal rates/taxes proof, all MBD forms signed.

Phase 2 – Functionality (100 points total):

1. Experience and qualifications of personnel – 30 points.

2. Bidder’s experience in similar road‑maintenance projects – 30 points (minimum 2 similar contracts; attach appointment letters/completion certificates).

3. Plant and equipment – 30 points (proof of ownership or hire/lease letters; 50 % of points for hired equipment).

4. Financial standing/ability to execute – 10 points (proof of funding/credit facility, bank statement ≤30 days).

Minimum threshold: 70 points in functionality to proceed to price and specific‑goal scoring.

Scoring system: 80 points for price, 20 points for specific goals (pre‑qualified B‑B‑BEE ownership targets). Preference points are claimed via the Preference Points Claim Form (MBD6.1).

Scope: Routine road‑maintenance services in the Polokwane municipal area on a rotational, as‑and‑when‑required basis for three years.

Deliverables: Execution of all maintenance works as defined in the Bill of Quantities; compliance with the Standard Specification, Health & Safety Specification and Environmental Management requirements (C3.6‑C3.9).

Eligibility: Must hold a valid CIDB contractor grading of 3 CE or higher; no site visits are provided; insurance is not supplied by the municipality.

Alternative designs may be submitted only if the main tender is fully priced and unqualified; alternative designs must be endorsed by a registered professional engineer and submitted with calculations, drawings and a revised schedule of quantities.

Performance penalties: Sub‑standard work must be rectified within 24 hours; repeated poor performance leads to forfeiture of work orders, suspension for four months and possible termination.

Pricing: Submit a fully priced BOQ in black ink; rates stated are binding. Provide a proof of funding or credit facility (minimum R 500 000, preferably ≥ R 1 000 000) with a bank statement not older than 30 days.

Bid validity: 90 days.

Guarantees: No specific performance bond mentioned; ensure compliance with any demand or retention guarantees as may be required in the contract data.

Payment terms: Not detailed – assume standard municipal terms; verify during contract negotiations.
