• Submit your quotation by the closing date and time: 23 July 2026 at 11:00. Late submissions will not be accepted.

• Deposit your quotation in the quotation box at the reception.
• Your submission must include the following completed documents:

1. Detailed quotation as per the attached specification.
2. Completed SBD forms.
3. TCC or latest full CSD report.
4. Copy of ID.
5. Valid B-BBEE certificate.
6. CK1 company registration documents.
7. A validity period of 60 days.

• Failure to include these documents or comply with submission instructions will disqualify your quotation.
• All bids must be submitted on the official forms provided, not retyped.
• The successful bidder will be required to sign a written contract form (SBD7).

• Documents to submit with quotation: quotation (detailed per specification), completed SBD forms, TCC/latest full CSD report, ID copy, B-BBEE certificate, CK1 company registration documents, validity period 60 days.
• Failure to comply disqualifies quotation.
• Subcontracting details must be declared if applicable.

Tax matters must be in order (tax clearance certificate required); No persons in service of the state as directors/members; Not listed in Register for Tender Defaulters or List of Restricted Suppliers; Must comply with Preferential Procurement Policy Framework Act, 2000 and Regulations 2022; Must submit proof for specific goals claims (HDI, female ownership, disability status); Must follow General Conditions of Contract (GCC) without amendment.

• Scope: Design, layout, and printing of the five-year report (2019/20-2023/24) on the implementation of the National Policy on Extension and Advisory Services.
• Deliverables: The final printed report as per the attached specification (comprising three pages).
• The supplier's premises may be open for inspection by the department during the contract.
• All pre-bidding testing is at the bidder's cost.
• Supplies must conform to standards mentioned in the bidding documents.

• The supplier must not disclose contract documents without prior written consent.
• The department may inspect the supplier's premises and records.
• Supplies must conform to standards in bidding documents.
• Inspection, testing, and analysis costs are borne by the supplier if supplies are non-compliant.
• Rejected supplies must be replaced at supplier's cost.

• No specific financial requirements (pricing format, bonds, guarantees, payment terms) are detailed beyond the price evaluation.
• Payment terms are governed by the General Conditions of Contract, which state payment will be made in Rand within 30 days of invoice submission, unless otherwise specified in Special Conditions.

• Tax Compliance: Submit your SARS Tax Compliance Status PIN or a printed TCS certificate. If no PIN, provide your Central Supplier Database (CSD) number.
• B-BBEE: Submit a valid B-BBEE Status Level Verification Certificate or sworn affidavit (for EMEs & QSEs) to qualify for preference points.
• Central Supplier Database: Provide your CSD number or latest full CSD report.
• Company Registration: Submit CK1 documents.
• No bids will be considered from persons in the service of the state or companies with directors/members in the service of the state.
• The Preferential Procurement Policy Framework Act, 2000 and Regulations, 2022 apply.

• The General Conditions of Contract (GCC) July 2010 apply and cannot be amended.
• Special Conditions of Contract (SCC) supplement GCC; SCC prevails in conflict.
• Key clauses include: definitions, application, standards, use of contract documents, patent rights, performance security, inspections, packing, delivery, insurance, warranty, payment, prices, amendments, assignment, subcontracts, delays, penalties, termination for default, force majeure, termination for insolvency, dispute settlement, limitation of liability, governing language (English), applicable law (South African), notices, taxes and duties, National Industrial Participation Programme, prohibition of restrictive practices.
• Performance security may be required within 30 days of award.
• Warranty: 12 months after delivery or 18 months after shipment.
• Payment: within 30 days of invoice, in Rand.
• Penalties for delay based on prime interest rate.
• Termination for corrupt/fraudulent practices may lead to restriction from public sector business.

• Late bids will not be accepted.
• Bids subject to Preferential Procurement Policy Framework Act, 2000 and Regulations, 2022, GCC, and any SCC.
• Successful bidder must sign contract form SBD7.
• General Conditions of Contract are part of bid documents and cannot be amended.
