• Submit one sealed envelope clearly marked “Bid No: SLM/SCM/47/2025/2026 – REPAIRS OF CALA INDOOR SPORTS CENTRE” with the bidder’s name and address.
• Deliver by hand to Sakhisizwe Local Municipality, Budget Office, 15 Maclear Road, Elliot, 5460 no later than 12:00 hrs on 18 February 2026.
• Bids may not be faxed or emailed.
• Use the official bid forms supplied (do not re‑type); complete in black ink, correct errors by striking through and initialing.
• All required attachments must be included (CSD report ≤3 months, CIDB registration, tax clearance/TCS PIN, B‑BBEE verification, proof of youth/black ownership, proof of residence/locality, VAT registration, etc.).
• Late submissions, missing attachments, use of unauthorised forms or tampering with documents will lead to disqualification.

• Price – 80 points: awarded to the lowest compliant bid (VAT inclusive).
• Preference – 20 points total, allocated as follows:

– Youth‑owned company – 4 points (must attach CSD summary or director’s ID).

– Black‑owned company – 6 points (CSD summary or director’s ID).

– Locality – up to 10 points:

• Within Sakhisizwe Municipality – 10 points
• Within Chris Hani District – 5 points
• Within Eastern Cape – 3 points
• Outside Eastern Cape – 2 points
• No proof – 0 points.
• Bids are scored on the 80/20 split; the municipality reserves the right to accept any or all bids regardless of score.

Scope: complete repair and refurbishment of the Cala Indoor Sports Centre as per the Bill of Quantities (doors, windows, ironmongery, sanitary fittings, plumbing, carpentry, metalwork, electrical, lighting, ceilings, paintwork, etc.).

Standards: all materials must be SANS‑approved; galvanising to SABS EN 10240 & SABS ISO 1461; electrical work to SABS 0142.

Inspections: Project Manager will inspect workmanship; non‑conforming items may be rejected.

Warranty: 12 months from acceptance (or 18 months from shipment, whichever is earlier).

Retention: 5 % of the contract price retained for 3 months to cover defects.

Contract period: 2 months from award.

• Prices must be quoted on the official bid forms, inclusive of VAT (VAT to be shown separately).
• Tender validity: 90 days after closing date.
• Performance security: to be provided within 30 days of award (form not specified).
• Retention: 5 % of the contract price held for 3 months.
• Payment: invoice submitted after delivery; payment within 30 days of receipt; payable in Rand.
