• Submit one sealed envelope clearly marked “Bid No: SLM/SCM/42/2025/2026 – REPAIRS OF KHOWA TOWN HALL” with bidder’s name and address.
• Delivery must be by hand to Sakhisizwe Local Municipality, Budget Office, 15 Maclear Road, Elliot, 5460 no later than 12:00 (local time) on 13 February 2026. No faxed, couriered or emailed bids will be accepted.
• Use the official bid forms (MBD 1‑9) supplied with the tender; do not re‑type or alter the forms. All entries must be in black ink; corrections must be crossed out, corrected above and initialed.
• Required attachments (failure to provide any will lead to disqualification):

– Latest CSD report (≤ 3 months old) or proof of residence/rate clearance.

– Tax Clearance Certificate or TCS PIN (or CSD number if no TCS).

– Valid B‑BBEE status level verification certificate (or sworn affidavit).

– CIDB registration proof.

– If premises are leased, a lease agreement.

– Completed MBD 1‑9 (including signed contract form MBD 7).

• Bids must be sealed, endorsed on the envelope, and delivered to the address above. Late bids will be rejected.
• The municipality reserves the right to accept any part of a bid or none at all.

• Scoring follows an 80/20 preference point system (Preferential Procurement Regulations 2022).

– Price: 80 points awarded to the lowest compliant bid.

– Preference: 20 points allocated for specific goals.

• Youth‑Owned Company – 4 points (CSD summary or director’s ID copy).
• Black‑Owned Company – 6 points (CSD summary or director’s ID copy).
• Locality – up to 10 points:

• Total points = price points + preference points. The municipality may still reject the lowest‑price bid at its discretion.

• Scope: All works are defined in the Bill of Quantities (BoQ) attached to the tender.
• Deliverables: Signed Service Level Agreement (SLA) with the municipality; 3‑month liability period with 5 % retention for faulty workmanship or materials.
• Standards: All materials must be SANS‑approved and inspected by the Project Manager.
• Work includes demolition, removal, waterproofing, electrical, plastering, tiling, ironmongery, security gates, glazing, painting, signboard installation and rubble disposal as detailed in the BoQ.

• Pricing must be submitted using the BoQ rates; all amounts are inclusive of VAT (VAT to be shown on the invoice).

• Retention: 5 % of the contract price retained for the 3‑month liability period.
• Payment terms: Invoice payable within 30 days of receipt; payment in Rand unless otherwise stipulated.
• Performance security as described in the technical specifications.
• No contract adjustments or price variations are permitted after award.

• Central Supplier Database (CSD) registration – latest report not older than 3 months.
• Tax compliance – valid Tax Clearance Certificate or TCS PIN (or CSD number if no TCS). All tax obligations must be current.
• B‑BBEE – submission of a verified B‑BBEE status level certificate or sworn affidavit (required for preference points).
• CIDB – proof of registration and appropriate grading (minimum 1 GB or higher as indicated).
• No persons in the service of the State may be involved in the bid; full declaration required.
• If the bidder’s premises are leased, a lease agreement must be attached.
• All municipal rates and taxes must be paid and rate clearance proof submitted.
