• Submit the bid in PDF format that is locked against any changes.
• Provide two separate attachments: one for technical/functional response and one for pricing.
• All required returnable documents and schedules (SBD Form 6.1) must be completed and signed.
• Include a signed company resolution authorising the bid.
• Attach CSD registration number and a CSD registration report (unless a foreign supplier with no local entity).
• Attach tax compliance proof (SARS PIN or TCS certificate).
• Late or incomplete submissions will be rejected.
• Bids may need to be couriered to the SCM unit within 3 working days if hard‑copy certifications are requested.

Phase 1 – Closing & Opening: bids must be received by 27 Jan 2026, 11:00 SAST; late bids rejected; submit to NLC tender box (333 Grosvenor St, Block D, Hatfield Gardens, Pretoria).

Phase 2 – Administrative Compliance: verify all returnable documents, signed resolution, pricing attachment, tax compliance, CSD registration.

Phase 3 – Mandatory Compliance: submit JV agreement (if applicable), Declaration of Interest (SBD 4), Lead Architect TOGAF/EA certification, briefing attendance certificate, price quotation.

Phase 4 – Technical Evaluation: score 0‑5 on company experience (10%), reference letters (15%), lead architect experience (15%), team role coverage (20%), methodology (15%), project plan & governance (15%+10%). Minimum qualifying score 70%.

Phase 5 – Pricing: price score (80%) calculated using formula provided; specific B‑BBEE goals add up to 20%.

Phase 6 – Contract & Award: negotiation and best‑and‑final offer stage.

Deliverables (board‑ready and actionable) – all artefacts stored in EA repository, provided in editable source and presentation formats:

1. EA Foundations Pack (vision, principles, operating model, standards, tools, meta‑model, modelling conventions).

2. AS‑IS Architecture (business, application, data/information, technology, security catalogues, matrices, diagrams).

3. TO‑BE Architecture (target reference architectures, patterns, maps, guardrails).

4. Gap Analysis & Options Report (gaps, options, recommendations, risk/impact).

5. Portfolio of Initiatives & Business Cases (board‑ready charters with scope, objectives, dependencies, delivery approach, resources, milestones, CapEx/OpEx, TCO, benefits, KPIs, risks, PFMA/Treasury/POPIA compliance).

6. Roadmap & Migration Approach (phased releases, critical path, change analysis, quick wins, decision gates).

7. EA Governance Framework (decision rights, artefact catalogue, review process, RACI, conformance, stage‑gate checklists).

8. Board‑Ready Approval Packs (executive summaries, decision memoranda, slide decks, cost‑benefit, risk heatmaps, compliance checklists).

9. Five‑Year ICT Strategy & Plan (narrative, initiative book, sequencing, risks, costed plan, operating‑model blueprint).

10. Training & Knowledge Transfer (role‑based training, playbooks, guides, workshop artefacts, handover pack).

11. Benefits Realisation & Measurement Framework (baselines, target KPIs, measurement methods, dashboard/template aligned to APP/AOP).

12. Implementation Advisory & Support (architecture conformance reviews, participation in SteerCom/CCC, procurement inputs, monthly advisory notes).

Project delivery phased over 24 months with key milestones for EA blueprint, roadmap, ICT strategy, and capability establishment.

• Register on the Central Supplier Database (CSD) and provide CSD number/report (foreign suppliers with no local entity exempt).
• Provide proof of tax compliance (SARS PIN or TCS certificate).
• Submit B‑BBEE verification certificate or sworn affidavit to claim specific goal points.
• Comply with National Industrial Participation Programme (sign and submit Standard Bidding Document).
• Provide evidence of relevant certifications (TOGAF, BIZBOK, CISSP, etc.) as required in technical evaluation.
• Adhere to POPIA and data privacy requirements as outlined.
• No bids from persons in the service of the State or related parties.
