Scope: Provision of Pest Control Operator (PCO) training and supervision for six months for land claimant beneficiaries.

Training Components:

• Theoretical Training: Three-day NQF Level 4 skills program covering:

1. Inspection procedures.
2. Identification of weeds, declared invaders, and plant pests.
3. Selection of herbicides, weed killers, and pesticides.
4. Equipment selection and calibration.
5. Safety precautions.
6. Application techniques.
7. Monitoring procedures.
8. Clean-up procedures.
9. Compliance with pesticide label guidelines.

• Practical Training: Six months of supervised practical training under a licensed Pest Control Operator at SAFCOL plantations.

Regulatory Requirements:

• The service provider must have a Pest Control licence for conducting training.
• The supervisor (Certified PCO) must draft a report for each learner with a sworn affidavit.
• Provide medical reports from a qualified practitioner before theoretical training and after supervisory sessions.
• Cover the application fee for lodging the PCO licence with the Department of Agriculture, Land Reform, and Rural Development.
• Provide proof of payment for lodging the application.
• Submit an implementation plan detailing how and where the six-month practical training will be conducted.

Personal Protective Equipment (PPE) to be supplied to participants:

• 1 pair of safety boots.
• 1 set of overalls.
• Hard hat.
• Dust masks (where applicable).
• Gloves.
• Knapsack.

Target: Training for 20 beneficiaries from Mpumalanga, Limpopo, and KZN.

• Bidders must submit a detailed implementation plan covering:

• Theoretical training.
• Practical demonstrations.
• Medical reports plan.
• Compiling documents for lodging the application.
• Invoicing/Lodging the application.
• Completion of mentorship.

• The plan must clearly detail all activities and timelines for these six elements.

• Company must demonstrate experience in pest control (scored in functionality).
• Training Instructor must have relevant experience and hold a Pest Control Operator licence for Agriculture and Forestry.
• Reference letters must be on company letterhead with contactable details and authorised signature.
• Submit a concise CV for the instructor.

• The client will conduct periodic inspections, audits, and service quality reviews to verify compliance with specifications.
• Service failures may lead to corrective action requests or non-conformance notices.
• Specifications are referenced in an annexure/scope of work.

• Pricing must be submitted using the provided Price List (Part C2 of the contract).
• Price List has two parts: Part 1 for work not requiring a Task Order, Part 2 for Task-by-Task work.
• Bidders enter rates and quantities to calculate prices.
• All prices are to be shown excluding VAT unless instructed otherwise.
• The offered total prices for Part 1 and Part 2 must be specified.

• Prices must be quoted firm and inclusive of VAT.
• The RFQ includes a costing guide for:

• Theoretical training for 20 people.
• Mentorship/supervision with a licensed Pest Control Operator.
• Practical training twice a week for six months for 20 people.
• Medical check-ups (pre and post).
• Compiling and submitting documents for 20 PCO licence applications (winning bidder covers registration fee).

• The contract will use the NEC4 Term Service Short Contract.
• Pricing data must be submitted in the provided Price List format (Part 1 and Part 2).
• Prices are to be shown excluding VAT unless instructed otherwise.
• The offered total prices must be specified for parts of the service.
• No price adjustment for inflation.

• Tax Compliance: Tax status will be verified via CSD or SARS e-Filing. Non-compliance leads to 7 working days to rectify; failure results in disqualification.
• B-BBEE: Submit a B-BBEE Verification Certificate from a SANAS-accredited agency or an EME/QSE sworn affidavit.
• Central Supplier Database (CSD): Registration is required; if not registered, successful bidder must register within 7 working days of award.

• Participants must be supplied with prescribed PPE: safety boots, overalls, hard hat, dust masks (where applicable), gloves, knapsack.
• Safety precautions are a core part of the theoretical training curriculum.
• The contractor must protect client property and personnel, report any damage, and cooperate in investigations.

• Contract Duration: Service period is three months (as per contract data). Starting date is one day after contractor receives the fully executed contract.
• Contract Type: NEC4 Term Service Short Contract (June 2017 with amendments October 2020).
• Liability: Contractor's liability for loss/damage to client's property limited to the lesser of R100,000 or 20% of total contract value per event.
• Dispute Resolution: Adjudicator selected from ICE-SA panel; arbitration under Association of Arbitrators (Southern Africa) rules.
• Payment Terms: Assessment on last working day of each month; interest on late payment at ABSA prime lending rate.
• Subcontracting: Not permitted without prior written client approval.
• Confidentiality and Personnel: Contractor must ensure personnel are properly identified and respect client and other parties on site.
• Insurance and Securities: Contractor to provide required securities, bonds, guarantees, and proof of insurance after award.
