Use official forms provided (do not re-type or redraft). Bids must include: fully completed SBD1, SBD4 (Declaration of Interest), SBD6.1 (Preference Claim Certificate), written quotation on company letterhead, and all mandatory documents. Successful bidders may need to sign SBD7 or a Service Level Agreement (SLA). No contact with SANParks staff other than Dimpho Mabele (SCM) or Dipontsho Mulaudzi (technical) is permitted. Bid validity period: 90 days from closing date. Enquiries close 09 June 2026 at 16h00. Counter-conditions or amendments to bid terms will invalidate the bid. SANParks reserves the right to cancel the bid prior to award.

Evaluation occurs in two phases: Mandatory and Price. Phase 1 (Mandatory): Bidders must comply with all mandatory requirements (Clause 6) or face disqualification. Phase 2 (Price): 80/20 preference point system applies. Price (80 points): Scored using the formula Ps = 80(1 - (Pt - Pmin)/Pmin), where Pt = bid price, Pmin = lowest acceptable bid. Specific Goals (20 points): B-BBEE level (Level 1: 10, Level 2: 5, Level 3: 3, Level 4: 1, Level 5+: 0) and local proximity to Kruger National Park (1-200km: 10, 201-299km: 5, 300km+: 1). Functional requirements: Minimum 80/100 points required to proceed. Scoring: Ability (40 points: 4+ years = 40, 2-3 years = 30, 1 year = 10), Capacity (30 points: 5+ years = 30, 3-4 years = 20, 2 years = 10), Proposal (30 points: 90-100% = 30, 60-80% = 20, <50% = 10).

Scope: Conduct occupational hygiene surveys at 16 Kruger National Park sites (Pretoriuskop, Berg en Dale, Lower Sabie, Crocodile Bridge, Orpen, Satara, Talamati, Biyamiti, Tamboti, Letaba, Olifants, Mopani, Phalaborwa, Shingwedzi, Punda Maria, Pfafuri, Skukuza). Surveys must cover: noise, illumination, indoor air quality, hand/full-body ionization, ergonomics, asbestos/lime dust exposure, and PPE effectiveness review. Deliverables: Occupational Hygiene Risk Assessment per site, Occupational Hygiene Programme, monitoring plan, and recommendations. Requirements: Must be a registered Approved Inspection Authority (AIA) with SANAS accreditation, >3 years’ experience in occupational hygiene surveys, and employ SAIOH-registered hygienists. Site inspection by AIA is mandatory before quoting. Legal compliance: OHS Act 1993, Ergonomics Regulations 2019, SANS standards (e.g., SANS 083-1983 for noise, SANS 16001 for HCS), Air Quality Act 2004, COID Act 1993, ISO 17025 for calibration, and ISO 2631-1:1997 for whole-body vibration. Additional: Identify and evaluate chemical (dust, smoke, fumes, gases, vapours), physical (thermal, ventilation, noise), and biological stressors. Provide control measures and practical recommendations.

Pricing must be in ZAR, inclusive of VAT (15%), and remain valid for 90 days post-closing. Submit detailed pricing for: mobilisation/setup (lump sum), final comprehensive report (lump sum), occupational hygiene risk assessments (per site), programme development (lump sum), monitoring plan (lump sum), chemical stressors (asbestos/air quality monitoring, HCS risk register, silica dust, exhaust fumes per site), and physical stressors (thermal stress assessment, noise, ventilation/air quality). Include contingency items (e.g., additional site visits, lab analysis, training). Support pricing with documentation (e.g., labor rates, equipment costs, lab fees). SANParks may negotiate prices with the recommended bidder. Payment terms: within 30 days of invoice receipt (PFMA compliant). All costs (travel, accommodation, equipment, labor, reporting, compliance) must be included in pricing.

Mandatory documents: COIDA certificate of good standing (or proof of application), AIA registration certificate, SANAS accreditation, SAIOH membership proof, valid calibration certificates for testing equipment (ISO 17025), CSD registration proof, and TCS PIN (or CSD number if no PIN). B-BBEE: Valid verification certificate (SANAS-accredited) or sworn affidavit (CIPC-issued for EMEs). Standard bidding documents: SBD1 (Invitation to Bid), SBD4 (Declaration of Interest), SBD6.1 (Preference Claim Certificate). Foreign suppliers: Must complete additional questionnaire if not RSA-based. Disqualification: No bids accepted from state employees or entities with state-employed directors/members. Collusion, fraud, or fronting will disqualify bidders. Fronting investigations may result in 10-year public sector restrictions.
