Scope: Recruitment services for Executive Manager: Stakeholder Relations & Communications.

Required deliverables:

• Handle responses to the position advertisement.
• Pre-screen applications and propose a shortlist of maximum 6 candidates to the Nominations Committee.
• Screen candidates before interviews per Senior Managers’ appointment regulations (reference checks, employer verification, qualification validation, misconduct/performance checks).
• Prepare written screening reports.
• Draft interview questionnaires and prepare interview packs.
• Facilitate interviews (confirm dates/times with the panel).
• Prepare progress reports for the Nominations Committee.
• Facilitate competency assessments for recommended candidates and present feedback reports.
• Facilitate employment offers, acceptance, and appointment letters with start dates.
• Issue regret letters to all interviewed candidates.

Allocation strategy: Contract awarded to the highest-scoring bidder.

Service provider must:

• Provide 5 reference letters demonstrating experience in executive management recruitment services (references will be verified for the preferred bidder).

Lead Recruitment Specialist must:

• Have a minimum of 5 years’ experience in recruitment.
• Hold an NQF Level 7 qualification in Human Resources, Industrial Psychology, or Social Science (attach qualification and CV).
• <5 years’ experience: 0 points.
• 5-7 years’ experience: minimum 30 points.
• 7+ years’ experience: maximum 40 points.

Pricing: Submit a completed price schedule with firm prices (non-firm prices or exchange-rate-dependent prices will be disqualified).

Cost breakdown required for each activity:

1. Pre-screen candidates and propose shortlist (max 6 applicants).

2. Screening (reference checks, employer contact, qualification validation, misconduct/performance verification).

3. Prepare written screening reports.

4. Draft interview questionnaires.

5. Facilitate competency assessments (2-3 candidates) and feedback to Nomination Committee.

6. Facilitate interviews.

7. Prepare recruitment progress reports for the Nominating Committee.

8. Facilitate offer of employment, acceptance, and appointment letter.

9. Issue regret letters to interviewed candidates.

Total quotation value must be inclusive of all applicable taxes (VAT, PAYE, income tax, UIF, SDL). Failure to include all taxes will lead to disqualification.

Offer validity: 60 days from closing date.
