• The actual technical requirements, scope, deliverables, and service levels are not included in this document.
• Bidders must obtain the full tender pack (including Terms of Reference or Specification) from Statistics South Africa to understand the technical requirements.

• Complete and sign the Bidder's Disclosure (SBD4) form as a mandatory returnable document.
• Disclose whether any director, trustee, shareholder, member, partner, or person with a controlling interest is employed by the state; if yes, provide full names, identity numbers, and state institution details.
• Disclose any relationship with persons employed by the procuring institution (Statistics South Africa).
• Disclose any interest in other related enterprises that may be bidding for this contract.
• Certify that the bid is prepared independently, without consultation, communication, agreement, or arrangement with any competitor (except joint venture/consortium partners).
• Certify that no bid details (prices, specifications, quantities, etc.) have been shared with competitors before the official bid opening.
• Certify that no improper communication with officials of the procuring institution occurred regarding this procurement.
• Acknowledge that false disclosure will result in bid disqualification, reporting to the Competition Commission for investigation, possible criminal prosecution, and restriction from conducting business with the public sector for up to 10 years.
• Bidders listed on the National Treasury's Register for Tender Defaulters or List of Restricted Suppliers are automatically disqualified.

Suppliers must be registered on the Central Supplier Database (CSD). Bidders must provide all required documentation, including tax compliance. Companies can earn preferential points for equity ownership by Historically Disadvantaged Individuals (HDIs), specifically: Black-owned (10 points), Women-owned (5 points), Disability-owned (2 points), and Youth-owned (3 points), with proof required for each claim.

Returnable Documents: This preference points claim form (SBD 6.1) must be completed and submitted as part of the tender.

Open to various business types (Partnership/JV/Consortium, Sole Proprietor, CC, Public Company, etc.). Must comply with Preferential Procurement Regulations 2022. Eligibility for specific goal points requires proof of Black, Women, Disabled, or Youth ownership percentages as defined in the document.

This is a preference points claim form (SBD 6.1) for the Preferential Procurement Regulations 2022. It is not a technical specification for the social media monitoring platform.

To claim preference points for specific goals, bidders must submit supporting proof with their tender: For Black, Woman, or Youth goals: certified ID, company registration, CSD report, and BBBEE certificate/sworn affidavit. For Disabled goal: medical certificate from an HPCSA-registered practitioner. Failure to submit proof means no points are claimed.
