• Submit online via the National Treasury eTender Portal (www.etenders.gov.za). No physical submissions to Bhisho.

• Key returnable documents include: Form of Offer and Acceptance (C1.1), Contract Data (C1.2), Bills of Quantities (C2.2), SBD forms (1, 4, 6.1), CIPRO Certificate, Compulsory Enterprise Questionnaire, Bank Rating letter, Letter of Good Standing, schedules for key personnel, testing laboratory, and coal mine.

Suppliers must have a Contract Manager (NQF Level 4 in coal/boiler industry with 5+ years experience) and Contract Supervisor (NQF Level 4 with 3+ years experience). A bank rating of at least code C with an enquiry of R3 million or more is mandatory. Suppliers must be tax compliant, registered on the CSD, and not listed on restricted databases. Joint ventures must submit a signed agreement.

• Scope: Supply, delivery, off-loading, and testing of coal for boilers at Bhisho, Butterworth, Komani, and Tower Hospital power systems.
• Only coal sourced from South Africa is acceptable.
• You must propose a SANAS-approved testing laboratory and a coal mine via the required schedules.
• Key personnel requirements:

• Contract Manager: Must have a Trade Certificate (NQF Level 4) in Coal Related Industry or Electric Boiler environment with minimum 5 years' experience. Submit CV and certified qualifications.
• Contract Supervisor: Must have a Trade Certificate (NQF Level 4) in Coal Related Industry or Electric Boiler environment with minimum 3 years' experience. Submit CV and certified qualifications.

• Bank Rating: Must submit a bank rating letter from a recognized financial institution showing Code C and an enquiry amount of at least R3,000,000 (including VAT).

• Contract Manager: Trade Certificate (NQF Level 4) in Coal Related Industry or Electric Boiler environment with minimum 5 years' experience.
• Contract Supervisor: Trade Certificate (NQF Level 4) in Coal Related Industry or Electric Boiler environment with minimum 3 years' experience.
• Submit certified copies of qualifications (certification less than 3 months old) and CVs for key personnel.
• Company Experience: Points awarded for past projects (value over R3,000,000 each) in boilers/coal industry. Provide evidence (letters of award, completion certificates, reference forms).
• Bank Rating: Must be Code C or higher with enquiry amount of at least R3,000,000.

• Submit Schedule of Proposed Testing Laboratory (must be SANAS-approved).
• Submit Schedule of Proposed Coal Mine.
• Key personnel (Contract Manager and Supervisor) must have specified trade certificates and experience.
• Submit Bank Rating letter meeting specified criteria.
• Submit Letter of Good Standing from Compensation Commissioner.
• All returnable documents must be completed accurately and submitted as required.

• Submit priced Bills of Quantities (C2.2) as part of your financial offer.
• Ensure all rates are balanced; the employer may request justification for rates deemed excessively high or low.
• If submitting an alternative offer, include an additional 5% for design confirmation costs.
• Check pricing data for errors before submission; notify the employer's agent of any issues.

• Pricing must be submitted in the provided Bills of Quantities format (C2.2).
• Bank Rating requirement: Letter must indicate a minimum bank rating Code C and an enquiry amount of at least R3,000,000 (including VAT).
• If submitting an alternative offer, you must include an additional 5% of the offered amount to cover the employer's design confirmation costs.
• The employer may negotiate final terms with preferred bidders, but not to increase the price.
• Ensure all rates are balanced; the employer may request justification for rates deemed excessively high or low.

• Mandatory registration on the National Treasury Central Supplier Database (CSD). Submit proof.
• Tax Compliance: Must be in good standing with SARS. This will be verified via CSD.
• Submit a valid CIPRO Certificate showing B-BBEE Specific Goals for preference points.
• Submit a Letter of Good Standing from the Compensation Commissioner.
• Complete and sign SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), SBD 6.1 (Preference Points Claim Form), and the Compulsory Enterprise Questionnaire.

• The contract includes a Project Specific Health and Safety Specification (C3.2).
• The employer will conduct a risk assessment on shortlisted bidders, including evaluation of ability to fulfil obligations.

• Price Scoring: 80 points using formula comparing to lowest acceptable tender.
• Preference Scoring: 20 points for Specific Goals (HDI ownership, military veterans, locality) as per CIPRO certificate.
