Failure to submit required documents or attend compulsory briefing (12 February 2026, 10:00, Midmar Access Roads Project site) will disqualify the bid.

Evaluation follows the 80/20 Preferential Procurement Regulations, 2022. 80 points for price (lowest acceptable bid scores 80), 20 points for B-BBEE and specific goals. Phases: 1) Mandatory Requirements (SBD 1, SBD 3.1, SBD 4, and compulsory briefing attendance – failure disqualifies bid). 2) Administrative Compliance (SBD 6.1, CSD registration, tax compliance, CIPC registration, B-BBEE certificate). 3) Technical Evaluation (compliance with G5 gravel specifications per SABS/SANS standards). 4) Sample Requirement (submit 5kg x 3 G5 material samples for testing if shortlisted). 5) Preference Points (20 points for B-BBEE status, women/disability/youth ownership, local enterprise in KZN). Points claimed must be supported by proof (e.g., CSD report, B-BBEE certificate).

Supply and deliver 1900m³ of G5 gravel material to Midmar Access Roads Project near Midmar Dam (Howick), KZN. Material must comply with SABS 1200M/ME/DM/MF and SANS 1083 standards. Key requirements: CBR ≥45%, swell ≤0.5%, FACT value ≥90kN, Atterberg limits (LL ≤30, PI ≤10, LS ≤5%), grading modulus 1.5–2.5, max particle size 53mm (crushed) or 63mm (uncrushed). Bidders must source from approved quarries/crushers (samples tested by DWS). Stockpiles must prevent contamination/segregation. Delivery: 07:00–15:00 Mon–Thu (excludes Fridays after 15:00, weekends, public holidays, last Thu/Fri of month, 10 Dec–06 Jan). Response time for defects: 24h on-site, 48h replacement. Environmental Management Program Report (EMPR) required for quarry operations.

Pricing: Firm all-inclusive rates per m³ (VAT inclusive) for supply and transport to site. Complete SBD 3.1 pricing schedule with unit prices for supply (1900m³) and transport (1900m³). Bid validity: 120 days from closing date. Payment: Monthly via EFT within 30 days of invoice approval, supported by delivery notes and weight-bridge slips. No upfront or cash payments. Costs for testing, blending, and compliance are bidder’s responsibility. Delivery period: 14 days after official order. Standing time costs only covered if caused by DWS.

Mandatory: Submit SBD 1, SBD 3.1, SBD 4, and SBD 6.1. Tax compliance: Valid SARS TCS PIN or CSD number (each JV member must submit separately). CIPC registration (verified via CSD). B-BBEE: Valid certificate or sworn affidavit (QSE/EME Level 1–2 preferred). Specific goals (20 points): Women ownership (5), disability ownership (5), youth ownership (5), local enterprise in KZN (2). Proof required: Full CSD report for ownership/local goals, B-BBEE certificate. Foreign suppliers: Must declare RSA residency/branch/permanent establishment or income liability.
