• Submit the original bid, covering letter and all supporting documents in a sealed envelope clearly marked “ORIGINAL BID FOR BID WTE-0476 CS: SUPPLY AND DELIVERY OF G7 MATERIAL …”.
• Deliver the sealed envelope to the bid box at the entrance of 4‑6 Alkmaar Street, Daljosaphat, Paarl (Department of Water and Sanitation) no later than 11:00 on 19 February 2026.
• Late submissions will be rejected.
• Use the official forms provided (SBD 1, SBD 3.1, SBD 4, SBD 6.1) – do not re‑type the forms.
• All blanks on the forms and annexes must be completed; incomplete pricing schedules will invalidate the bid.
• The bid must be signed by an authorised person; a resolution or notarised authority letter must accompany company bids.
• Joint‑venture or consortium bids must include the joint‑venture agreement and a signed authority certificate for the signatory.
• Attach a performance security (bank guarantee or certified cheque) within 30 days of award notification.
• Failure to provide any mandatory document (e.g., CSD number, SARS PIN/TCS certificate, B‑BBEE certificate) will result in disqualification.

• Evaluation is conducted in four phases:

1. Mandatory Requirements – submission of required documents (e.g., quarry supply letter or company profile, proof of authority). Missing any item = non‑responsive.

2. Administrative Compliance – verification of CSD registration, SARS tax compliance (PIN/TCS), CIPC registration, valid B‑BBEE certificate, good‑standing letter, insurance proof, authorised signatory letter, and completion of all SBD forms.

3. Technical Evaluation & Specification Compliance – assessment against the G7 material specifications; bidders must submit samples within 5 days of request. Failure to supply samples = non‑responsive.

4. Preference Points (80/20 system) – up to 80 points for price and up to 20 points for specific goals (Women, Disability, Youth ownership, local enterprise, B‑BBEE level 1‑2). Proof of each goal must be submitted (CSD report, B‑BBEE certificate, etc.).

• Bids are scored first on compliance (phases 1‑3) and then on price and preference points.

• Supply and delivery of G7 aggregate material for the Uitkeer Roads project in Somerset East, Eastern Cape.
• Bidders must either be the original quarry source or provide a letter from the authorised supplier confirming firm supply arrangements.
• All material must meet the technical specifications and particular specification referenced in the tender (samples to be submitted for verification).
• Samples of the G7 material must be provided within 5 days of request; failure to do so results in non‑responsiveness.
• No alterations to the Invitation to Bid, Schedule of Quantities or specifications are permitted.
• Compliance with all labour, material, machinery and related costs must be included in the bid price.

• Payments will be made by Electronic Funds Transfer; bidders must complete the SAP Vendor Master Form with bank details.
• A performance security (bank guarantee or certified cheque) in the amount specified in the Special Conditions must be submitted within 30 days of award.
• Pricing must be presented on the prescribed Pricing Schedule (Section 4) and signed on SBD 1.
• No specific bond or guarantee amounts are stated beyond the performance security.

• Register on the National Treasury Central Supplier Database (CSD) and provide CSD number.
• Provide SARS Tax Clearance (PIN/TCS) certificate; if no TCS, provide CSD number.
• Active registration with the Companies and Intellectual Property Commission (CIPC) – attach certificate.
• Submit a valid B‑BBEE status level certificate (level 1‑2 required for preference points).
• Provide a Good Standing letter from the Compensation Commissioner and proof of third‑party insurance.
• Submit authorised signatory documentation (resolution or notarised authority).
• Complete and sign all required SBD forms (SBD 1, 3.1, 4, 6.1).
• Declare any state employment or relationships as per SBD 4; failure to disclose may lead to disqualification.
