1. Mandatory Requirements – submission of required documents (quality test results, mix design, NRCS Letter of Authority). Missing any of these disqualifies the bid.
2. Administrative Compliance – verification of CSD registration, SARS tax clearance/PIN, CIPC registration, B‑BBEE certificate, good‑standing letter, authorised signatory, and local content thresholds.
3. Technical Evaluation & Specification Compliance – assessment against the technical specifications (Section 3.2.15) and confirmation that the bidder indicated compliance.
4. Preference Points System – 80 % of the total score is based on price (80 points) and 20 % on specific goals (women, disability, youth ownership, local enterprise, B‑BBEE level). Proof of each goal must be submitted (CSD reports, B‑BBEE certificate, etc.).
Bids may be rejected at any stage for non‑compliance.
