• Submit the original bid, covering letter and all supporting documents in a sealed envelope clearly marked “ORIGINAL BID FOR BID: WTE-0494 CS – SUPPLY AND DELIVERY OF READY‑MIX CONCRETE…”.
• Deliver the sealed envelope to the Supply Chain Management Office or deposit it in the bid box at the entrance of 4‑6 Alkmaar Street, Daljosaphat, Paarl (postal code 7646) no later than 11:00 on 19 February 2026.
• Late submissions will be rejected.
• Use the official bid forms (SBD 1, SBD 3.1, SBD 4, SBD 6.1) – do not re‑type the forms.
• All blanks in the forms and annexes must be completed; the Pricing Schedule must be fully filled out.
• The bid must be signed by an authorised signatory. For companies attach a board resolution or notarised authority; for joint ventures attach the joint‑venture agreement and authorisation letters for the signatory.
• Include any required supporting documents (quality cube‑strength test results, material specification, preliminary mix design, NRCS Letter of Authority, tax compliance PIN/TCS certificate, CSD number, B‑BBEE certificate, good‑standing letter, etc.).

The bid will be evaluated in four phases:

1. Mandatory Requirements – submission of required documents (quality test results, mix design, NRCS Letter of Authority). Missing any of these disqualifies the bid.

2. Administrative Compliance – verification of CSD registration, SARS tax clearance/PIN, CIPC registration, B‑BBEE certificate, good‑standing letter, authorised signatory, and local content thresholds.

3. Technical Evaluation & Specification Compliance – assessment against the technical specifications (Section 3.2.15) and confirmation that the bidder indicated compliance.

4. Preference Points System – 80 % of the total score is based on price (80 points) and 20 % on specific goals (women, disability, youth ownership, local enterprise, B‑BBEE level). Proof of each goal must be submitted (CSD reports, B‑BBEE certificate, etc.).

Bids may be rejected at any stage for non‑compliance.

Scope: Supply and delivery of ready‑mix concrete for the Uitkeer Roads Phase II project in Somerset East, Eastern Cape.

Required deliverables:

• Concrete that meets the material specification and preliminary mix design.
• Quality cube‑strength test results from recent concrete mixes (to demonstrate compliance with standard deviations).
• Letter of Authority from NRCS for compliant cement manufacturers.
• Conformity with all standards and specifications referenced in the tender documents.
• Compliance with local content thresholds for cement as prescribed by the Department of Trade and Industry.
• All labour, material, machinery and ancillary services (transport, delivery, etc.) must be included in the bid.
