• Primary criteria focus on document legality; non-compliance leads to disqualification (e.g., missing pages, unsigned changes, correction fluid use, missing tax certificate).
• Secondary criteria address evaluability (incomplete schedules, missing information).
• Final evaluation uses the 80/20 system: 80 points for price, 20 points for B-BBEE status level.
