Two-stage evaluation: 1) Eligibility/Mandatory Requirements (pass/fail), 2) Price (80 points) and Specific Goals (20 points) under the 80/20 Preference Point System. Mandatory requirements: SACNASP-registered Professional Hydrogeologist director (or each JV partner), Professional Indemnity Insurance, completed SBD forms, valid Tax Clearance Certificate/PIN, COIDA, CSD registration, Compulsory Questionnaire, and core team (1x Professional Hydrogeologist + 1x Technician with NQF 6 in Civil Engineering). Non-compliance with any mandatory requirement leads to disqualification. Specific Goals evidence (e.g., CSD report) must be submitted to claim points.

Scope: Hydrogeological investigations at 11 schools with circuit offices in Limpopo Province. Tenderer may be awarded a maximum of 1 cluster. Core team must include: 1x Professional Hydrogeologist (SACNASP-registered in Geological/Earth Sciences, min. 3 years post-registration) and 1x Technician (NQF 6 in Civil Engineering). Key personnel must be fully involved in the project; failure to deploy them or equivalents may result in contract cancellation. Work must align with CIDB Standard Conditions of Tender (August 2019) and Tender Data.

Pricing must be VAT-inclusive, as per Form of Offer and Acceptance. Submit Activity Schedule (C2.2) for Value-Based Fees. Professional Indemnity Insurance proof is mandatory. Payment terms and bonds/guarantees are governed by CIDB Standard Conditions of Tender and Tender Data. Validity period: 120 calendar days.
