Bids must remain valid for 180 days after the closing date. • Submit bids in a sealed envelope clearly marked with the tender number (TSPM 3/2026) and deposit in Tender Box 1 in the foyer of the Civic Centre, Drakenstein Municipality, Berg River Boulevard, Paarl, 7620. • Tender Box 1 operating hours: Monday–Thursday 08:00–16:45, Friday 08:00–15:30 (closed weekends and public holidays). • Late, telegraphic, telephonic, telex, facsimile, or e-mailed tenders will not be accepted. • The Council reserves the right to accept any part of a bid; the lowest or any bid is not necessarily accepted. • Physical document collection incurs a non-refundable fee of R450.00; electronic requests are free.

Submit proposals in two sealed envelopes (Technical and Commercial) or online via www.etenders.gov.za. Physical submissions must be delivered to SANPC Building, Third Floor - Reception, 151 Frans Conradie Drive, Parow, Cape Town, 7500, by 18 May 2026 at 11:00. Late or incomplete submissions will be disqualified. Each envelope must include a USB flash drive with the submission. Online submissions must be uploaded timeously; registration should be completed days before closing. No email or fax submissions accepted. Mandatory returnable documents include: Form of Offer (Part 4), separate pricing schedule, proof of CSD registration, and written evidence of compliance with minimum specifications. Failure to submit mandatory documents results in disqualification. Returnable documents for scoring (e.g., B-BBEE certificate) must be submitted to avoid a zero score for that criterion. Essential returnable documents (e.g., Part 5-11, Annexures A-E, Appendix II-III) may allow a grace period but eventual non-submission risks disqualification. All documents must remain valid for the contract duration.
