The South African Weather Service (SAWS) plays a critical role in providing essential meteorological services,
including weather forecasting, climate monitoring, and early warnings for severe weather events. Many of

This makes specialized 4x4 off-road driver training not just beneficial, but an absolute necessity for SAWS. The
OHS Act, places a significant burden on employers to protect the health and safety of their
employees and other people affected by their work activities. While the Act doesn't specifically mention "4x4
off-road driving training," its general provisions create a clear legal imperative for such training when 4x4
vehicles are used in the course of employment. Section 8, of the OHS Act is the cornerstone of employer
responsibility, it states that every employer shall provide and maintain, as far as is reasonably practicable, a
working environment that is safe and without risk to the health of his employees. This includes: Providing and
maintaining systems of work, plant and machinery that are safe and without risk to health (Section 8(2)(a)):
4x4 vehicles, especially when operated off-road, are "plant and machinery." If not operated correctly, they

4 REQUIREMENT / SCOPE OF WORK
4.1 This RFQ calls for the accredited service provider to conduct 4x4 off road drivers training 44 SAWS
employees in Gauteng (Disaster Risk Reduction, Gauteng, Limpopo, Mpumalanga, Technical Service, Air
Quality, Johannesburg Meteorological Office). The training shall be conducted on the site of the appointed
service provider.
4.2 Bidders must be able to attend online pre-training meeting scheduled by Learning and Development.
4.3 Price quoted must be fully inclusive of all costs including the logistics associated with face-to-face training,
training materials, assessment and refreshments including.
4.4 The service provider shall provide off road vehicles to be used during the course of training.
4.5 Apply the techniques for operating a four-wheel drive (4WD) vehicle in on and off-road conditions. The
theoretical component must include discussions on sensible off-road habits, safety/risk factors and coverage
of the 4X4 drive line layouts and mechanics of different 4×4 vehicles. The practical sessions learning general
offroad driving techniques and negotiating obstacles such as sand, gradients, side slopes, river crossings,
rocky terrain, etc

4.6 Upon completion of the course, the incumbents must be able to operate or drive 4x4 off road and have the
necessary knowledge, skills and confidence to drive vehicle in any off-road condition.
4.7 Provide certificate of results for all delegates and certificate of competence will be required on all delegates
that are found competent after the training.
4.8 The training should be 2 working days, covering both theoretical and practical elements for each group.
There are 5 groups to attend training for each 2 working days
5 EVALUATION OF BIDS
The RFQ will be evaluated in 4 phases as mentioned below:

➢ Phase 2: Mandatory requirements.
➢ Phase 3: Functional evaluation
➢ Phase 4: Price and Specific Goals.
5.1 Phase 1: SCM Compliance requirements

Bidders who comply with the requirements of this bid will be evaluated according to the preference point
scoring system as determined in the Preferential Procurement Regulations, 2022 pertaining to the Preferential
Procurement Policy Framework Act, Act No .

6 DUE DILIGENCE
The South African Weather Service reserves the right to conduct supplier due diligence prior to final award
or at any time during the contract period. This may include site visits, reference checks and requests for
additional information.
7 SPECIAL CONDITIONS OF CONTRACT
This bid and all contract emanating there from will be subject to the General Conditions of Contract (GCC)
issued in accordance with Chapter 16A of the Treasury Regulations published in terms of the Public Finance
Management Act, 1999 (Act ). The Special Conditions are supplement to that of the General
Conditions of Contract. Where, however the Special Conditions of Contract are in conflict with the General
Conditions of Contract, the Special Conditions of the Contract prevail.
SAWS reserve the right to exclude bidders who fail to comply with any of the Special Conditions of Contract
as stated below.
7.1 Address where services are required.
The training shall be conducted on the site of the appointed service provider and utilizing off-road vehicles of
the appointed service provider. SAWS employees are based in Gauteng. The training site of the service
provider must be within Pretoria, Johannesburg or Midrand area.
