The FIC requires a service provider to design and implement an accredited management
and leadership development programme for its employees who are supervisors (this
includes employees in functional roles as technical experts) and those at delivery
The target group will comprise a maximum of 30 delivery managers and 30 employees
occupying functional roles (technical experts) across various divisions in the FIC.
The development programme is targeted at employees who want to transition to
The successful bidder will be required to align the management development programmes
to the FIC management career development framework and other available data sources
such as psychometric assessment outcomes in their design of the management
The following services are required:
Design and implement training methodologies for the management development
Design the curriculum for employees at junior management (supervisory) level
Design the curriculum for employees at delivery management level
Design and provide training material to promote continuous learning
Design and develop assessment methods to determine competence
Deliver the management development programme to identified managers and
employees occupying functional roles as technical experts
The management development programme should include, among other
elements, action learning, case studies, practical scenarios, role play and
reflection exercises, face to face and digital training and observations
Each delivery programme must be of no less than 12 months’ duration
Deliver the management programme within agreed time frames.

Deliver the programme using industry experts.
Evaluate training outcomes and make recommendations on further training
Provide regular progress reports, close out reports and certificates of
competence at the end of each year programme
The programme should, at minimum, include but not be limited to the following
competency development areas for the junior and delivery managers:
Supervisory principles relevant to supervisory roles
Planning and organising
Delegation and performance management
Communication and motivation (including courageous conversation)
People management and team leadership
The design and delivery management development programme should include at a
minimum, but not be limited, to the following competency development areas:

All bids duly lodged will be examined to determine compliance with Bid requirements and
conditions. Bids with obvious deviations from the requirements/ conditions will be
eliminated from further evaluation.

TECHNICAL AND FUNCTIONAL SCORING EVALUATION CRITERIA
All remaining bids which have complied with the pre-selection criteria will be evaluated
as follows: Functionality will be done in terms of the evaluation criteria as set out below, whereby
respondents who do not achieve the minimum score will be eliminated. The minimum threshold to qualify for the next phase is 70%. Bidders who fail to meet
the minimum threshold will be disqualified and will not be evaluated further for price
and specific goals in terms of B-BBEE status level of contribution.

Experience of company The bidder must submit the company profile detailing at least 10 years’ experience in 5 leadership and management training in the public sector and/or the private sector. Demonstration The bidder should provide four samples of accredited management programmes: Two for a junior management programme and two for a delivery management programme, covering the following: 40 Learning material design and delivery of programme outcomes against competencies Assessment criteria and methods used Customisation of development programmes as per client requirements. Methodology A methodology covering the full project from inception to final reporting, which should include: Methodology applied to design and deliver 15 management development programme. Project plan with time frames, milestones and deliverables outlined. Experience of trainers or presenters Trainers must have at least 6 years’ experience in delivery of the leadership and management development programme and at minimum hold an 25 NQF level 7 qualification. The bidder must attach a short resumé of the trainers or presenters and their certified proof of qualifications as well as any relevant industry experience as applicable. Reference letters of completed projects Bidders must provide customer contactable references dating back five years where the bidder 15 has designed and delivered supervisory and management development programmes.
