Required

. INTRODUCTION

Required

The Development Bank of Southern Africa (DBSA or the Bank) DLAB Programme seeks to appoint

Required

a service provider to quantify and monetise the social value created by the DBSA DLABS Model,

Required

through an assessment of the DLAB Programme’s Social Return on Investment (SROI)

Required

Framework. The desired outcome of this is a valuation of the SROI results for three (3) DLAB

Required

sites, by applying the existing DBSA DLAB SROI Model Framework. The developed SROI Model

Required

also supports DBSA’s organisational and strategic goals to contribute towards developmental

Required

outcomes through its activities and investments.

Required

The DBSA’s vision is to build a prosperous and integrated resource-efficient region progressively

Required

free of poverty and dependency. We do this by expanding access to development finance and

Required

implementing sustainable development solutions. Innovation forms part of the DBSA’s core

Required

values, where a key focus is to ensure that the Bank not only delivers on its development mandate

Required

but also bends the arch of history for South Africa and the southern African region. The Bank’s

Required

innovation initiatives aim to drive disruption for greater development impact and social return.

Required

From its initial vision and concept of providing access to skills of the future and enterprise

Required

development, the DLAB Programme Model is a scalable co-solutioning platform that creates

Required

pivotal linkages between a vast network of key partners and partners to stimulate the township

Required

economy and realise inclusive growth and development impact. The Model is part of the DBSA’s

Required

breakthrough agenda initiatives to drive high development impact through innovative solutions.

Required

As the programme scales and its footprint expands, the value created needs to be quantified and

Required

monetised through the DLAB Programme’s developed SROI Model, that allows an assessment of

Required

the Programmes social return on investment. Recognising the qualitative and quantitative value

Required

of this innovative solution for community’s socio-economic challenges, the Development Bank of

Required

Southern Africa (DBSA) encourages interested suitably qualified individuals and organisations to

Required

submit proposals that build on the efforts of the existing Framework.

Required

DBSA DLAB PROGRAMME BACKGROUND AND CONTEXT

Required

The DLAB Programme is a Development Bank of Southern Africa (DBSA) innovative approach to

Required

addressing socio-economic challenges faced by South Africa’s most under-served communities

Required

and to break the intergenerational cycle of poverty, inequality and unemployment caused by the

Required

systematic exclusion from access to meaningful opportunities for the majority of South Africans.
