Required returnables: fully completed and signed SBD1 (Invitation to Bid), pricing schedule, and SBD4 (Declaration of Interest). Non-submission of these will disqualify. SBD6.1 (Preference Claim Certificate) must be completed and signed but is not a disqualification requirement. Proof of CSD registration is mandatory; failure to submit may lead to disqualification. A 7-day grace period may be granted for missing administrative documents before disqualification. No alternative offers are accepted. Successful bidders must sign SBD7 (Contract Form). Bids must use the prescribed format; no re-typed forms are accepted.

Evaluation uses the 80/20 Preferential Procurement Regulations 2022 system. Points: 80 for price, 20 for specific goals (e.g., local content). Total: 100 points. Bidders must submit a completed Preference Points Claim Form to claim points for specific goals. Failure to submit required proof or documentation for specific goals results in zero points for that section. Preference points are not awarded if claims are unsubstantiated. The lowest acceptable bid is selected based on the combined score of price and preference points.

Scope: Shred and dispose of documentation at Tsitsikamma Section of Garden Route National Park. Sites: Storms River Mouth Rest Camp (Off N2, Stormsriver Mouth) and Stormsriver Stores (Darnell Street, Stormsriver Village). Mandatory shredding requirements: machines must shred approximately 1000 kg per hour. All documents must be shredded on-site or off-site with a SANParks representative present. Timeframes: 3 days for Storms River Mouth (20,000 kg) and 1 day for Stormsriver Stores (10,000 kg). Certificates of destruction must be issued per site. SANParks pays only for the actual weight of documentation shredded. Estimated weights may vary on the day of shredding.

Submit a completed pricing schedule as part of the RFQ document. Pricing must cover all obligations; errors in pricing or calculations are the bidder's risk. Bid validity period: 90 days from the RFQ closing date. Local suppliers within 200 km of Tsitsikamma National Park may qualify for 20 preference points under specific goals. Proof required: municipal rates bill (not older than 3 months) in the bidder’s name, or a letter from the local municipality confirming the business address, or a signed lease agreement with proof of latest rental payment (not older than 3 months). For tenants, a copy of the municipal bill plus landlord consent letter is required.

Mandatory compliance: Registration on the Central Supplier Database (CSD) of National Treasury. Proof of CSD registration must be submitted; failure to do so may lead to disqualification. Tax compliance: Submit a Tax Compliance Status (TCS) PIN issued by SARS or a printed TCS certificate. Foreign-based suppliers must answer a questionnaire to determine tax obligations in South Africa. B-BBEE: Submit a B-BBEE Status Level Verification Certificate or Sworn Affidavit (for EMEs and QSEs) to qualify for preference points. Consortia/joint ventures/sub-contractors must each submit separate TCS certificates, PINs, or CSD numbers. Bidders in the service of the state or with directors/members in the service of the state are disqualified. Proof of authority to sign the bid (e.g., company resolution) must be submitted.

SANParks operates under the National Environmental Management: Protected Areas Act. Its mandate includes conserving, protecting, controlling, and managing national parks and their biodiversity. SANParks manages over 4 million hectares of terrestrial and marine protected areas, contributing to biodiversity protection and climate resilience through ecosystem-based mitigation and adaptation.

Successful bidders must sign SBD7 (Contract Form). Contractual penalties for fraudulent claims or non-fulfillment of conditions include: disqualification from the tendering process, recovery of costs/losses/damages, contract cancellation with damages claimed, and potential restriction from obtaining business from any organ of state for up to 10 years. Criminal prosecution may also be pursued. Bidders must certify that all information provided is true and correct.
