• Scoring considers:

– Price (as per the pricing schedule).

– Preference points under the Preferential Procurement Policy Framework Act.

– Objective criteria (minimum thresholds) as required by PPPFA.

• The bidder with the highest total score is awarded, unless objective criteria or preference points justify another award.
• Bidders must meet all minimum requirements before progressing to the next evaluation stage.

Scope of Work:

• Integrated water monitoring at King Shaka International Airport for 36 months.

– Monthly storm‑water/surface‑water quality monitoring (17 routine sites + additional sites).

– Quarterly groundwater monitoring (six new boreholes plus existing network).

– Biannual biomonitoring (aquatic invertebrates, diatoms, frog monitoring, etc.).

• Deliverables include sampling, laboratory analysis, annual monitoring plan updates, drilling of six boreholes, re‑configuration of standpipe boreholes, and comprehensive reporting (monthly, quarterly, bi‑annual, and annual reports).
• Sampling must follow ISO 5667 series and SABS standards, and DWAF best‑practice guidelines.
• Laboratory analysis to cover physical‑chemical parameters (pH, EC, DO, TDS, metals, nutrients, etc.) and microbiological parameters (coliforms, E. coli).
• Biomonitoring to use SASS5 protocol, IHAS, IHI, WET testing, and other listed assessments.
• All field data to be recorded with multi‑parameter probes; samples kept <4 °C and delivered to a SANAS‑accredited lab within 48 hours.

• Tax compliance: Provide SARS Tax Compliance Status (TCS) PIN or printed TCS certificate; CSD number if no PIN.
• All bidders must be registered on the Central Supplier Database (CSD).
• B‑BBEE: Minimum Level 8 compliance required.
• Provide company registration (CIPC), VAT registration, and any professional licences required for water monitoring services.
• Submit proof of financial capacity as required in the bid documents (e.g., bank statements, audited accounts).
• Failure to provide any of the above may result in bid invalidation.
