Two-stage evaluation process: Stage 1 checks compliance with mandatory requirements (property size, parking, location, and documentation). Non-compliance results in disqualification. Stage 2 evaluates responsive tenders using either the 80/20 or 90/10 preference point system, determined by the lowest acceptable tender price. Price points are calculated using the formula Ps = 80(1 − (Pt−Pmin)/Pmin) or Ps = 90(1 − (Pt−Pmin)/Pmin). Preference points (20 or 10) are awarded based on Black ownership percentage: 0% = 0 points, >0% and <51% = 8 points, >51% and <100% = 14 points, 100% = 20 points. Proof of claim includes CIPC registration, CSD report, B-BBEE certificate, or consolidated B-BBEE certificate for joint ventures.

Lease of office accommodation (minimum 1100m² gross lettable area) and at least 25 parking bays for a 3-year period. Location must be within a 6km radius north of Kingsmead Cricket Stadium. Premises must be A/B Grade (SAPOA specifications), include air conditioning, standby generator, and provide adequate access for people with disabilities (including dedicated disabled parking). Must comply with National Building Regulations (NBR) and provide: schematic drawings, Local Authority-approved plans, photographs, occupation certificate, electrical COC, fire clearance certificate, and lift certificate (if applicable). Property must be available from 01 July 2026 and conducive to a professional working environment. Proof of ownership or written confirmation of leasing authority required.

No tender charge. Bidders must submit pricing in the official tender form (Section 9). Validity period of 90 days from tender closure. Payment terms and lease conditions will be outlined in the Pro Forma Conditions for Lease Contract (Sections 44-58).

Mandatory registration on the National Treasury Central Supplier Database (CSD) as a service provider (MAAA number required). Must provide: Tax Compliance Status PIN or original Tax Clearance Certificate, Declaration of Municipal Fees, Declaration of Interest (MBD 4), Declaration for Procurement Above R10 Million (MBD 5, if applicable), Preference Points Claim (MBD 6.1), Declaration of Bidder’s Past SCM Practices (MBD 8), and Certificate of Independent Bid Determination (MBD 9). Proof of property ownership (deed document) or mandate/power of attorney, building plans, occupation certificate, electrical COC, fire clearance certificate, and lift certificate (if applicable) are required. Joint ventures must individually meet CSD and compliance requirements. No bids accepted from persons in the service of the state (as defined in MSCM Regulations).
