Non-compliance results in disqualification. Stage 2 evaluates responsive tenders using either the 80/20 or 90/10 preference point system, determined by the lowest acceptable tender price. Price points are calculated using the formula Ps = 80(1 − (Pt−Pmin)/Pmin) or Ps = 90(1 − (Pt−Pmin)/Pmin). Preference points (20 or 10) are awarded based on Black ownership percentage: 0% = 0 points, >0% and <51% = 8 points, >51% and <100% = 14 points, 100% = 20 points. Proof of claim includes CIPC registration, CSD report, B-BBEE certificate, or consolidated B-BBEE certificate for joint ventures.
