Evaluation follows the 90/10 preference points system as per Regulation 5.1. Price points (max 90) are calculated using the formula: NFO = W(1 - (Pt-Pmin)/(Pmax-Pmin)), where W=90 (if total tender value > R50M) or 80 (if ≤ R50M). Preference points (max 10) are awarded for: (1) Ownership Goal (50% weighting): Female ownership (0%=0, >0%<51%=4, >51%<100%=7.5, 100%=10). (2) RDP Goal (50% weighting): Location (Not in SA=0, SA=2.5, KZN=5, eThekwini=10). Proof of claims via CIPC, CSD, B-BBEE Certificate, or JV Agreement. Functionality criteria are detailed in Annexure A. Only tenders compliant with contractual and technical specifications, and meeting minimum functionality scores (if applicable), will be evaluated for price and preference. Tenders are ranked by total evaluation points (TEV = NFO + NP). The highest TEV tender is recommended unless compelling reasons exist otherwise.

Scope: Provision of functional, technical, and maintenance support services for Ellipse and Enterprise Asset Management (EAM) module migration to JDE CAMS for mSCOA compliance. Duration: 24 months. Deliverables include: (1) Functional and technical support for Ellipse. (2) Migration of EAM module to JDE CAMS. (3) Ensuring compliance with mSCOA standards. Service levels, standards, and detailed specifications are outlined in Section 7 (Scope and Specification of Required Supply/Services) of the tender document. Alternative solutions may be submitted if economically and technically advantageous, but must include full technical details and be submitted separately.

Pricing must be in South African Rand (ZAR), with exclusive and inclusive VAT amounts stated separately on the Official Tender Form. Quote one price per item, valid for the full 24-month contract period. Firm prices for each 12-month period are acceptable. Prices must align with the Official Tender Form and Bill of Quantities (Section 8). Payment terms and conditions are as per the Conditions of Contract. Factoring arrangements are not accepted. Financial standing evidence may be requested. For imported goods, forward exchange cover must be arranged within 7 days of purchase order issuance. Bank charges for forward exchange are for the Municipality’s account. Unit prices must include delivery to the specified point. Delivery period must be stated in the tender.

Mandatory: Registration on the National Treasury Central Supplier Database (CSD) as a service provider (MAAA number required). Registration on eThekwini Municipality’s Supplier Database (PR number required). Valid Tax Compliance Status PIN or original Tax Clearance Certificate (valid at tender close). Declaration of Municipal Fees (fully paid or acknowledgment of debt agreement, including account numbers). Occupational Health and Safety Act declaration. MBD 4 (Declaration of Interest).
