Evaluation follows a two-stage process: Stage 1 (Responsiveness/Eligibility) and Stage 2 (Financial Offer). Stage 1 requires a minimum of 70 points (70%) to qualify. Criteria include: Legal capacity, no insolvency/restrictions, compliance with procurement policies, good tax standing, technical/financial/equipment capacity, CIDB Grading 3CE or higher, labour-intensive competencies (NQF Level 5+ with EPWP training), project manager experience (5+ years), site foreman experience (3+ years), past performance (1-5 surfaced roads projects), referee ratings (Good/Fair), plant/equipment ownership/access, and bank rating (A-C). Stage 2 uses the 80/20 preference point system for contracts under R50M.

Scope: Repair and refurbishment of Mbonga Lakeside Gravel Road in Ward 22. Labour-intensive contract requiring: Supervisory staff with EPWP or similar training (NQF Level 5 minimum), minimum supervisor-to-worker ratio of 1:20, and labour-based work methods. Minimum labour content: 5% of total project value (wage spend/total value). Job creation targets: 5 total work opportunities (60 person-days), 3 women (30 person-days), 2 youth (30 person-days), 0 disabled. Maximum completion time: 32 weeks. Key plant/equipment required: TLB, tip truck, grader, bituminous mixer/sprayer, roller. Alternative designs/tenders permitted if accompanied by supporting documentation and priced Bill of Quantities (5% added for Employer’s checking costs).

Pricing must include all duties, taxes (excluding VAT), and levies applicable 14 days before closing. VAT must be shown separately. Rates/prices are fixed for the contract duration unless adjusted per contract conditions. Alternative tenders must include a 5% addition to cover Employer’s design-checking costs. Tender validity: 90 days post-closing (may be extended in writing).
