Submit a sealed envelope marked 'REHABILITATION OF ABAQULUSI LOCAL MUNICIPAL OFFICES AT EMONDLO, Tender No.: 8/2/1/611' to SCM Office Number Four, Abaqulusi Local Municipality, Cnr High & Mark Streets, Vryheid, 3100 by 12:00pm on 05 June 2026. Late, faxed, emailed, or telegraphic tenders will not be accepted. Use only the official tender forms provided (no re-typed versions). Required returnables: completed Form of Offer and Acceptance, Contract Data (Part 2), Schedule of Quantities, and all documents listed in the Checklist for Tender Submission. Evaluation method: 80/20 preference point system for bids not exceeding R50 million. Points allocation: Price = 80 points, Special Goals (HDI Equity) = 20 points. HDI Equity points: 100% HDI = 20 points, 75-99% HDI = 15 points, 50-74% HDI = 10 points, <50% HDI = 0 points. To claim HDI points, submit full CSD records, ID copies, and CVs for management-level positions. Eligibility: Contractors must be CIDB registered in Category 4 GB/CE or higher (or capable of registration before evaluation). Joint ventures are permitted if all members are CIDB registered and the lead partner meets the 4 GB/CE grading. Persons in the service of the state (as defined in MSCM Regulations) are prohibited from bidding. Tenderers must demonstrate: availability of resources and skills (including EPWP compliance if applicable), relevant experience on similar contracts, financial standing, and compliance with Occupational Health and Safety regulations. Alternative offers are permitted but must include supporting documents, drawings, and a priced alternative Bill of Quantities.

Scope: Rehabilitation of Abaqulusi Local Municipal Offices at Emondlo. CIDB Category: 4 GB/CE or higher required. Standards: SABS 1200 Standardized Specifications and General Conditions of Contract (GCC) for Construction Works, 3rd Edition 2015. Contractors must obtain their own copies of GCC 2015, SABS 1200, Occupational Health and Safety Act and Construction Regulations 2014, and Abaqulusi Local Municipality’s OH&S Specifications. Additional references: CIDB Act 38/2000, SANS 1921:2004 (Construction and Management), SANS 10396:2003 (Preferential Procurement), SANS 1914:2003 (Targeted Procurement). Sub-contracting: Minimum 30% of project value must be allocated to local SMMEs as part of the Contractor Development Programme. Contractors must manage and handle the procurement of sub-contractors in accordance with GCC 2015 Clause 4.4.

Submit pricing in the official Schedule of Quantities (Part C2.2). Include a letter of intent from an approved insurer for a Performance Bond (format in Part T2.2) and a Performance Guarantee (format in Part T2.2.22). Bids above R10 million require Annual Financial Statements (AFS). Tender validity period is 90 days. Payment terms and additional financial conditions are governed by the GCC 2015 and tender-specific contract data. Alternative offers must include supporting documents, drawings, and a priced alternative Bill of Quantities. Costs for evaluating alternative designs are the tenderer’s responsibility. Accepted alternative designs become the contract design, with the tendered sum as the final payable amount (except for Engineer-ordered variations).

Mandatory documents: Original valid Tax Clearance Certificate (SARS), CIDB Registration Certificate (4 GB/CE or higher) or CIDB Application Form (F006), Certified B-BBEE Certificate (from a registered accountant, SANAS-accredited agency, or accounting officer), Certified copies of ID documents of directors/owners, Company registration documents (CIPC), VAT Registration Certificate and PIN, Skills Development Levy Certificate, Workmen’s Compensation Registration Certificate or proof of payment, Proof of preference points claimed (CSD records, ID copies, CVs for HDI Equity), Municipal account clearance certificate (if tender > R10m), Declaration of Interest form (MBD 4), Enterprise Declaration Affidavit. Joint ventures require a Joint Venture Agreement and Power of Attorney. All tenderers must be registered on the Municipal Database (forms available at SCM Office or www.abaqulusi.gov.za). Failure to comply with any of these conditions will result in immediate disqualification. Tenderers must not be listed on the Register of Tender Defaulters.
