Submission Process:

• Complete Phase 1: Register on the Central Supplier Database (CSD) at www.csd.gov.za. Follow the steps provided. For assistance, contact CSD National Support at 012 406 9222 or [email protected].
• Complete Phase 2: Register on PetroSA’s portal using the provided login credentials (Username: MAAA..., User Code: MAAA..., Password: newuser). Change your password upon first login.
• Navigate to the 7-step registration wizard. Each step must be completed (indicated by the robot light turning green).
• In Step 6: Local suppliers must complete B-BBEE information and save. Upload all required documents via 'Manage Attachments':
• Click 'Clear', enter a document description (e.g., 'BEE certificate 2024').
• Select the file, click 'Open', then 'Save'.
• Repeat for each document, ensuring you click 'Clear' before uploading the next one.
• In Step 7: Declare any Conflict of Interest by selecting 'Yes' or 'No'. If 'Yes', provide a declaration. Click 'Save' to proceed.
• After submission, the Database Administrator will vet and verify the information.

Disqualification Risks:

• Incomplete mandatory fields or missing required documents may result in disqualification.

Required Documents:

• Upload all applicable documents via the 'Manage Attachments' section.
• For each document:
• Click 'Clear', enter a description (e.g., 'BEE certificate 2024').
• Select the file and click 'Open', then 'Save'.
• Confirm the document appears in the saved records list.
• Note: Click 'Clear' before uploading each new document to avoid errors.

Evaluation is based on:

• Completion of both Phase 1 (CSD) and Phase 2 (PetroSA) registration.
• Submission of all required documents (e.g., B-BBEE certificate) via the PetroSA portal.
• Active and vetted accreditation status. Local suppliers must comply with B-BBEE requirements.

Scope:

• PetroSA’s supplier registration is a two-phased process:
• Phase 1: Supplier Self-Registration via the Central Supplier Database (CSD) at www.csd.gov.za.
• Phase 2: Supplier Self-Registration via PetroSA’s portal, involving a 7-step wizard to complete mandatory fields, upload documents, and declare conflicts of interest.
• After submission, the Database Administrator vets and verifies all information.

Compliance Requirements:

• Local suppliers must complete and submit B-BBEE information in Step 6 of the registration wizard.
• Upload supporting documents (e.g., B-BBEE certificate) and save the information.
• Ensure all required documents are uploaded and verified.
• Suppliers are advised to contact PetroSA at 021 928 4731 if their accreditation status or B-BBEE verification precludes them from tendering online or if their B-BBEE status is not vetted.

B-BBEE Requirements:

• Local suppliers must complete the required B-BBEE information in Step 6 of the registration wizard.
• Upload supporting documents (e.g., B-BBEE certificate) and save the information.
• Suppliers should contact PetroSA at 021 928 4731 if their B-BBEE status is not vetted or affects their ability to tender.

Conflict of Interest:

• In Step 7, declare whether a Conflict of Interest exists.
• If 'Yes', provide a declaration. If 'No', select the 'No' indicator.
• Click 'Save' to proceed.

Submit via PetroSA’s online portal. Steps: 1) Log in with username, user code, and password. 2) Navigate to 'Tenders and Quotations' (AHT prefix for this RFQ). 3) Select the RFQ, view line item specifications if needed, and print/export the report (Word/Excel/PDF). 4) Accept terms and conditions. 5) Open all attached documents (mandatory to proceed). 6) Complete the tender questionnaire (second questionnaire in Step 4; first is system-used). 7) For each line item, enter 'Response Price' and 'Lead Time', then save (use the top 'Save' button). 8) Upload attachments with descriptions and sequence numbers. 9) Submit the tender. Critical: Price changes after submission require full resubmission; failure to resubmit cancels the original tender. Verify submission via the 'Supplier Submission Report'.

Required actions: 1) Complete the tender questionnaire (second questionnaire in Step 4). 2) Upload all required attachments with descriptions and sequence numbers. 3) Submit the tender via the portal. Note: All attached documents must be opened to proceed to the next step.

Evaluation is based on: 1) Registration as a valid service provider with required credentials. 2) Experience in life extension studies for offshore platforms or similar critical infrastructure. 3) Technical capability to assess structural, mechanical, and operational integrity. 4) Compliance with PetroSA’s procurement policies and online submission system. 5) Provision of a detailed methodology and timeline for the study. 6) Demonstrated track record in similar projects, preferably in the oil & gas sector. Note: Step 4 of the portal includes two questionnaires: the first is an automated evaluation criteria questionnaire (system-used), and the second is the tender questionnaire (must be completed by the bidder).

Pricing submission: 1) For each line item, enter the price in the 'Response Price' field and lead time in the 'Lead Time' field. 2) Save using the top 'Save' button. 3) Submit the tender to update the database. Price changes after submission require resubmission; otherwise, the original tender is canceled.
